Contra Costa Health (CCH) is offering an excellent employment opportunity to fill six (6) full-time Health Services Systems Analyst II positions assigned primarily to the CCH Information Technology Unit, Supporting the Programs of EpicCare Ambulatory, Epic Radiant & IT Business Process located in Martinez, CA.
The Health Services Systems Analyst II is responsible for the ongoing professional support of Epic and mission-critical clinical, business and operational applications. This support includes planning, implementing, and organizing activities relating to enterprise-wide application selection, deployment and optimization and training; other responsibilities include reviewing, analyzing and evaluating system and/or service requests using structured techniques and methodology; managing all or portions of a project from the initial fact-gathering meeting, through post-implementation review; developing and maintaining training environments and materials; and providing role-based education.

What you will typically be responsible for:
EpicCare Ambulatory:
Supporting key Ambulatory functions including Surescripts, E-prescribing, IMO loads and maintenance, and Business Continuity Access (BCA) configuration
Providing support for several Epic Ambulatory functions including serving as a lead if required on specific projects including but not limited to Epic special projects and upgrades
Epic Radiant:
Supporting enterprise imaging and clinical reporting platforms across the organization
Responsible for the administration and optimization of the CCH AGFA PACS environment, including DICOM workflow management, CPACS administration, and VNA quality control to ensure data integrity and adherence to enterprise imaging governance standards
Leading configuration and build efforts within Epic Radiant to support multiple imaging modalities and clinical departments, while also providing support for teleradiology integrations such as vRad to ensure accurate and timely report distribution
Administering and supporting a diverse portfolio of imaging and diagnostic applications, including ZEISS FORUM, Nuance PowerScribe, and Change Healthcare Cardiology PACS, along with other enterprise imaging solutions
Collaborating cross-functionally with infrastructure, clinical, and vendor teams to design, package, deploy, and maintain PACS-related applications, ensuring high availability, interoperability, and alignment with clinical workflows
Performing PACS quality control activities, including patient and study reconciliation/merges, to support diagnostic accuracy and continuity of care across the health system
Supporting the design, build, testing, deployment and optimization of the Epic electronic health record (EHR) system including Epic Radiant, Picture Archiving and communication Systems (PACS) integration and imaging and diagnostic applications
IT Business Process:
Leading and supporting requirements gathering efforts for IT initiatives across systems, applications and infrastructure
Documenting and mapping current-state and future-state network processes and workflow having familiarity with network infrastructure concepts with an emphasis on redundancy, failover paths and risk points, and end-end supply chain functions
Identifying gaps in redundancy or process inefficiencies and recommend improvements.
Mapping workflows across procurement, inventory management, and distribution to identify bottlenecks and inefficiencies
Collaborating with cross-functional teams to improve coordination between IT, operations, and vendors.
Partnering with clinical, operational, and technical stakeholders to capture needs for EMR enhancements, workflows, and integrations
Translating business and clinical requirements into clear documentation (user stories, functional specs, process flows).
Assisting with testing, validation, and user acceptance for system updates and changes
Creating detailed process maps, network diagrams, and workflow documentation using Microsoft Visio
Building and maintaining documentation for processes, systems, and project updates
Supporting areas of focus in Network Infrastructure (Process & Redundancy Focus), Supply Chain & Operations Alignment, and IT Requirements Gathering & Systems Support (including EMR)
Supporting projects, reporting, and cross-functional initiatives as needed

Minimum Qualifications
Education: Possession of a Bachelors degree from an accredited college or university with a major in Computer Science, Medical Informatics, Healthcare Administration, Health Sciences, Business Administration, Public Administration, Engineering, or a closely related field.
Experience: Three (3) years, or its equivalent, of system analysis experience including two (2) years in a health care information systems environment, working with end users to extract, document and optimize data flow, implement hospital systems, and support applications and databases. Incumbents will have demonstrable project management experience in the role of technical or application team lead for a major complex project or direct experience as a project manager for smaller projects.
Substitution for Education: One (1) additional year of qualifying experience noted above may be substituted for the required academic major. Additional qualifying experience may be substituted for the required education on a year-for-year basis up to a maximum of two (2) years.
Substitution for Experience: A Masters degree in one of the fields noted above may be substituted for one (1) year of the required experience. Possession of a current Epic certification may be substituted for six (6) months of the required experience.
Certification: Some positions may require the employee to obtain and maintain vendor specific certifications on the applications supported. The incumbent will be required to obtain the certification requested within six (6) months of notification from the supervisor.

Selection Process
Application Filing and Evaluation: Applicants will be required to complete a supplemental questionnaire at the time of application. Applications will be evaluated to determine which candidates will move forward in the next phase of the recruitment process.
Virtual Oral Assessment: Candidates that clearly demonstrate that they possess the minimum qualifications will be invited to participate in a remote oral interview. The assessment is designed to measure candidates competencies as they relate to the job. The oral interview will measure candidates competencies as they relate to the job. These may include, but are not limited to: adaptability, self-management, oral communication, customer focus, and interpersonal savvy. Candidates must achieve a passing score on each of the competencies to pass the overall assessment and be placed on the eligible list. (Weighted 100%)
The assessments may be administered remotely using a computer or mobile device such as a tablet. You will need access to a reliable internet connection to take the assessment, as well as a computer or mobile device with a camera.

The Human Resources Department may change the examination steps noted above in accordance with the Personnel Management Regulations and accepted selection practices.
