Summary

The Harm Reduction Program Coordinator plans, develops, coordinates, and evaluates Clallam County's Harm Reduction Programs, including the Harm Reduction Health Center and Overdose Prevention and Response initiatives. This position oversees program implementation, grant compliance, policy development, and contract administration while ensuring services are evidence-based, effective, and aligned with public health priorities. The coordinator collaborates with healthcare providers, community organizations, government agencies, and other stakeholders to strengthen partnerships, expand harm reduction services, and improve community health outcomes. In addition to program leadership, the position provides direct operational support as a Harm Reduction Specialist when needed, assists with grant development and budget planning, analyzes program data, develops policies and procedures, and represents the department through public presentations, advisory committees, and regional collaborations. This position exercises considerable independent judgment and serves as a key resource for advancing harm reduction strategies, ensuring regulatory compliance, and supporting organizational goals.

Typical Duties

• Identify Harm Reduction program needs and opportunities, develop and plan annual program goals, monitor grant requirements and report as necessary, and perform program design and evaluation
• Uses harm reduction skills and knowledge in harm reduction programs and other public health programs as needed
• Assists in pursuing funding sources and drafting funding applications
• Develop standards of care and annual program work plans; review all relevant program information and identify trends
• Ensures leadership team is informed of Harm Reduction programs and issues; communicates on a regular basis with leadership team
• Enforce Federal, State and local policies and procedures remaining current in knowledge of local, State and Federal policies and regulations related to areas of assignment; work with legal counsel regarding interpretation of regulations; communicate regularly with local, State and Federal officials; transfer knowledge to staff and community members
• Prepare, administer and manage contracts and agreements with community-based service organizations and service providers to ensure compliance with federal, state, and local requirements.
• Develop and conduct monitoring activities to assure compliance with all contract requirements
• Provide guidance on harm reduction issues and act as an advisor to various organizations and committees and develop community support for programs and systems to enhance harm reduction programs
• Gather local, state, and federal data as needed to assist in priority development and goal setting related to Harm Reduction
• Coordinate the distribution of data related to Harm Reduction to local governmental agencies and community partners as needed
• Assist in the preparation of annual budgets for Harm Reduction programs
• Provide presentations to the Board of Health, Board of County Commissioners, and other stakeholders when necessary
• Represent the department by organizing and participating in advisory committees and serving on community task forces
• Establish and maintain strong working relations with community stakeholders including community-based service agencies, local and state governmental organizations, and members of the public
• Represent the Department in multi-agency and inter-jurisdictional meetings and community meetings
• Create and maintain required program policies and procedures
• Attend conferences, seminars, trainings, and other meetings as directed
• Perform other duties and projects as assigned

Education, Training, & Experience

Requires knowledge of the field of assignment sufficient to perform thoroughly and accurately the full scope of responsibility as illustrated by examples in the above job description.

Education/Training

Bachelor's degree in social work, public health or related field from an accredited college or university preferred. Medical Assistant license or higher preferred.

Experience

Five years' experience in harm reduction required. Three years' experience in public or community health preferred.

• Over 204 months = 16.67 hours per month

Sick Leave:

• Full-time employees accrue sick leave at the rate of 8 hours per month. Eligibility for use of sick leave is established after one month of continuous employment.

Part-time employee's benefit contributions and leave accruals are prorated.
