POSITION SUMMARY:

The role of the Grant Writer & Program Assistant is to work with the Family Justice Center staff to prepare grants, proposals, and proposal presentations to obtain financial funding for the Family Justice Center. Provide pre-and post-award funds management for the organization's grants program. Responsible for identifying, researching, defining, applying for, and obtaining external grant funding to support a variety of existing, planned, and proposed programs at the Nampa Family Justice Center.

This position will also perform grant administrative functions, working with grant program managers and the grants compliance analyst as needed, to provide information to the Finance Department/Grants Compliance Analyst for proper tracking of grant revenues and expenditures. Extensive interaction is required with other departmental staff to identify needs that could be funded with grant revenues and to determine potential funding sources (federal, state, and local agencies, foundations, corporate sponsorships, etc.). The nature of the work is performed under minimal supervision, maintaining effective working relationships with assigned supervisor(s), peers, direct reports, and the general public.

ESSENTIAL FUNCTIONS:

  • Write and prepare City grant proposals and assist with Agency grant proposals to obtain grant funding in a timely and proactive manner.
  • Establish standards and deadlines for grant proposals or applications and review proposals or applications for completeness and compliance with grant terms.
  • Work with Family Justice Center staff to identify grant-fundable projects; prioritize projects based on their impact to the City.
  • Research, monitor, and identify grant opportunities for local government for various projects and service development.
  • Provide an analysis of one-time and ongoing financial or operational impact to the City for each grant written (i.e., match requirements, associated required operational costs, future costs associated with the project, etc.).
  • Provide information to Finance for proper financial accounting for grant revenues and expenditures.
  • Act as a resource for grant program managers to ensure compliance with grantor and contract terms and conditions.
  • Develop periodic reports providing a review of grants obtained and their impact on the City, as well as identify future opportunities.
  • Develop and maintain a variety of records, files, and reports needed to ensure timely grant filings in coordination with the Grants Compliance Analyst.
  • Assume responsibility for other duties as required or assigned.
  • Attend meetings, conferences, workshops, and training sessions and review publications and audio-visual materials to become and remain current on principles, practices, and new developments in assigned work areas.

REQUIRED EDUCATION, EXPERIENCE, & LICENSE/CERTIFICATIONS:

  • High School Graduate or General Education Degree (GED) required.
  • Bachelor's degree preferred, Field of Study: Business, English, Marketing, Communications, Public Administration, or a related field; and/or any combination of experience and training which provides the equivalent scope of knowledge, skills, and abilities necessary to perform the work.
  • Some experience with CFS 200 or SAM.gov grants research preferred.
  • 6 or more years of experience in related grant writing and administration activities, including 3 years of experience researching, developing, and applying for grants and three years of demonstrated experience administering grants, including grant/writing/administration.

REQUIRED KNOWLEDGE, SKILLS & ABILITIES:

  • Possess solid working knowledge of grant writing and administration.
  • Considerable knowledge of principles, practices, and procedures as they relate to the development and implementation of grant funding.
  • Considerable knowledge of program development, financial management, contract management, and citizen outreach methods.
  • Considerable knowledge of project management and analytical techniques.
  • Considerable knowledge of investigative and research techniques related to grant application preparation.
  • Considerable knowledge of current principles and practices of public administration.
  • Computer Skills - Ability to operate a personal computer using standard or customized software applications appropriate to assigned tasks and the ability and willingness to quickly learn and use new skills and knowledge brought about by rapidly changing information and/or technology.
  • Considerable knowledge of funding resources for community development.
  • Ability to write and prepare City grant proposals and assist with Agency grant proposals to obtain grant funding in a timely and proactive manner.
  • Ability to organize, direct, and implement a comprehensive grant program, including budget and analysis of program area needs.
  • Ability to perform and oversee complex financial auditing and reporting procedures within the City and to other units of government.
  • Ability to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines.
  • Ability to communicate effectively with others, both orally and in writing, using both technical and non-technical language, and deal with a wide range of persons, including situations in which individuals may be upset over some issue involved with City activities and policies.
  • Ability to understand and follow oral and/or written policies, procedures, and instructions, use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions, and prepare and present accurate and reliable reports containing findings and recommendations.
  • Must have the highest degree of integrity, judgment, and independence, as well as expert-level skills necessary to apply budget-related laws, regulations, policies, and methods to manage complex budgetary and financial assignments.
