We are seeking a Grant Manager for one of our Middle East offices. The Grant Manager provides overall leadership, direction, and accountability for Samaritan''s Purse''s multi-sector DoS award in-country. The position is responsible for achievement of award objectives, compliant and timely implementation, consolidated budget, work plan oversight, program quality, risk management, and donor requirements. The Grant Manager directly supervises the Program Manager/Emergency Response and provides award-level direction and programmatic supervision to sector Program Managers for their DoS-funded components. Sector Program Managers retain responsibility for day-to-day technical delivery and supervision of their sector teams. The Grant Manager is the principal award-level point of contact and ensures that all program, operational, financial, MEAL, and partner work is aligned with the approved award and Samaritan''s Purse standards.
A day in the life of a Grant Manager:
In the role of Grant Manager, you will have the opportunity to:
Maintain a personal, active relationship with Jesus Christ and is a consistent witness for Jesus Christ.
Provide overall leadership and strategic direction for the DoS award, ensuring that approved objectives, targets, timelines, budgets, and program quality standards are achieved.
Serve as the principal award-level point of contact and maintain clear, timely, and professional communication on program performance, decisions, risks, and required actions.
Directly supervise the Program Manager/Emergency Response, providing direction, coaching, performance management, and support.
Provide award-level direction and programmatic oversight to sector Program Managers for their DoS-funded components, while preserving their responsibility for day-to-day technical implementation and supervision of sector teams.
Establish clear roles, decision rights, communication channels, and accountability across the Program Manager/Emergency Response, sector Program Managers, the Program Development Officer, M&E staff, partners, and support departments.
Approve consolidated implementation plans, spending plans, procurement plans, MEAL requirements, reporting calendars, partner deliverables, and corrective action plans.
Monitor progress across all implementation streams and hold responsible managers accountable for timely delivery, data quality, budget performance, procurement readiness, documentation, and resolution of identified gaps.
Own overall award budget management in coordination with Finance, review expenditure and forecast against approved spending levels, and authorize corrective action when spending or implementation is off track.
Review and approve programmatic and financial information before submission to senior management, Regional leadership, and International Headquarters.
Ensure all activities comply with the award terms and conditions, DoS rules and regulations, local laws, Samaritan''s Purse policies and standards, humanitarian principles, safeguarding requirements, and approved partner agreements.
Lead award-level risk management, maintain oversight of program, financial, operational, partner, access, compliance, and reputational risks, and escalate significant concerns through the appropriate channels.
Direct the development, consolidation, quality review, and timely submission of donor reports, ITT updates, notifications, award modifications, presentations, and other required deliverables.
Provide final approval for reports and communications and ensure that reported results are complete, accurate, supported by source documentation, and consistent with financial and program records.
Ensure effective reporting, monitoring, evaluation, accountability, and learning systems are maintained in collaboration with the Program Development Officer and M&E staff.
Chair regular award management meetings, review integrated program and support-function priorities, document decisions, and ensure follow-up actions are assigned and completed.
Oversee designated partner programming through the Program Manager/Emergency Response, review partner performance and risk, and approve recommendations related to payments, modifications, capacity strengthening, and corrective action.

Provide award-level oversight of overall grant compliance and performance, including financial management, donor requirements, consolidated reporting, award modifications, risk management, and cross-functional issues involving Finance, Operations, Logistics, Procurement, HR, and Security.
Represent Samaritan''s Purse at relevant coordination forums, and engagements with government authorities, UN agencies, partners as delegated and in coordination with country leadership.
Conduct regular field visits, subject to security protocols, to review program quality, support staff and partners, verify progress, resolve constraints, and maintain accountability to affected populations.
Promote and safeguard the welfare of all Samaritan''s Purse beneficiaries, including children, young adults, and adults at risk, within the context of operations.

Qualifications & Experience:
Bachelor''s degree in International Development, Humanitarian Assistance, Public Administration, Business Administration, Economics, Public Health, or a related field; Master''s degree preferred. At least seven (7) years of progressively responsible international program management experience. Experience must include leadership of United States Government-funded, multi-sector humanitarian programs, staff supervision, budget management, donor engagement, and partner oversight; or an equivalent combination of education and experience. Experience in the Middle East is strongly preferred. Twelve credit hours of college-level Biblical studies strongly preferred.
Demonstrated experience leading United States Government awards, preferably Department of State humanitarian assistance and multi-million-dollar, multi-sector programs.
Strong knowledge of donor compliance, award management, budget oversight, reporting, modifications, audit readiness, and risk management.
Proven ability to lead integrated programs across multiple sectors, locations, partners, and support functions.
Working knowledge of emergency programming in health, food assistance, WASH, shelter and settlement, and non-food items.
Demonstrated experience supervising Program Managers and building accountable, collaborative, and high-performing teams in cross-cultural settings.
Ability to establish clear roles, make quality decisions, resolve conflict, manage competing priorities, and hold teams accountable for results.
Strong financial management skills, including expenditure review, forecasting, variance analysis, cost allocation awareness, and corrective planning.
Strong knowledge of MEAL systems, indicator tracking, data quality, donor reporting, and the relationship between program and financial records.
Experience overseeing local partners or sub-recipients, including agreement compliance, performance management, risk mitigation, and capacity strengthening.
Excellent professional writing, presentation, negotiation, donor engagement, and stakeholder representation skills.
Proven ability to work independently and exercise sound judgment in a complex, fast-paced, and high-risk environment.
Ability to travel and work in difficult conditions.
