We are currently seeking a dedicated and accomplished Grant Compliance Manager for the Hudson Tunnel Project (HTP). This is a once in a lifetime opportunity to contribute to this landmark project that is poised to deliver transformative impacts across economic, transportation, and environmental sustainability.
The busiest rail connection between New York, New Jersey, and the Northeast Corridor, the Hudson Tunnel Project will improve capacity, reliability, and resiliency of commuter and intercity rail transit serving 800,000 daily passengers from Washington, D.C. to New York and New England. This is a milestone project that is slated to receive nearly $12 billion in federal funding, the largest investment in a mass transit project in modern history.
The Grant Compliance Manager will lead strategy and oversee responsiveness in support of communications with the Federal Transit Administration (FTA), Federal Railroad Administration (FRA), and their Project Management Oversight Contractors (PMOC) (collectively, the federal grantors). Serving as a central liaison across departments, the Grant Compliance Manager will develop and deliver proactive messaging that demonstrates governance, control processes, and risk management practices related to project scope, schedule, budget, and construction execution.
The Grant Compliance Manager will anticipate and identify areas of interest to federal grantors, shaping briefing and engagement strategies that effectively address emerging issues and information needs. In partnership with key leadership, the role will drive a proactive communications approach through coordinated meetings, reports, presentations, briefing materials, and formal document submissions, ensuring consistency, transparency, and alignment in all external messaging.
The Grant Compliance Manager will remain informed of oversight priorities, technical trends, and evolving areas of focus among federal grantors, and monitoring changes over time. Working collaboratively across Grants Administration, Project Controls, technical subject matter experts, and senior leadership, the Grant Compliance Manager will promote accountability, visibility, and effective communication throughout the project lifecycle.
Responsibilities
Strategic Messaging
- Lead in its response to any technical reports issued by federal grantors to ensure data accuracy and ensure messaging stems from a single source of truth.
- Identify key risk ideas that are of interest to federal grantors and pro-actively develop a briefing schedule to keep them abreast of project changes.
Request for Information Management
- Serve as the primary liaison with the Federal Railroad Administration (FRA), Federal Transit Administration (FTA), and Program Management Oversight Consultant (PMOC) to ensure comprehensive and accurate project updates are provided.
- Lead the management of federal partner requests, comments, action items, and related correspondence, including matters received from the FTA, FRA and the PMOC.
- Oversee the end-to-end request management process, including logging, assignment, coordination, tracking, escalation, internal review, approval, and submission of responses.
- Serve as a key point of coordination between Grants Administration, Project Controls, project management, technical teams, and federal oversight partners to ensure requests are appropriately understood, actioned, and resolved.
- Lead program and project meetings by preparing materials, documenting outcomes, and ensuring compliance with federal oversight requirements.
- Monitor outstanding requests, action items, and commitments and identify issues that may affect project delivery, federal funding, compliance, or the project's ability to meet established cost and schedule objectives.
- Escalate unresolved issues, emerging risks, and requests requiring leadership intervention and provide management with clear summaries of the issue, status, dependencies, and required action.
- Analyze federal partner requests and project information to identify trends, recurring issues, potential risks, and opportunities for improved project delivery or grant administration.
- Prepare and oversee dashboards, status reports, open-item reports, and other management-level reporting related to federal partner requests, grant requirements, and project delivery.
Grant Reporting
- Collect, analyze, and synthesize project data from various sources to produce meaningful insights, trends, and forecasts that support project management decisions and strategic planning.
- Collaborate with project managers, engineers, estimators, and other team members to validate data accuracy, resolve discrepancies, and provide actionable recommendations for improving project performance and efficiency.
- Support grant administration activities, including completion, collection, and organization of quarterly and/or monthly reporting.
- Perform other grant administration, project controls coordination, compliance, and special projects as assigned based on organizational needs.
Qualifications
- Bachelor's degree in Public Administration, Finance, Business Administration, Engineering or related field.
- 5+ years of experience in grant compliance, administration, or management for large infrastructure or transportation projects.
- Understanding of project controls, scheduling, construction methods, and risk management.
- Demonstrated understanding of cost, schedule, scope, risk, change management, procurement, and project delivery within a complex capital program environment.
- Experience working with project controls teams and interpreting project cost, schedule, and scope information.
- Ability to translate technical project information into clear, concise responses for federal partners, senior leadership, and non-technical stakeholders.
- Proven experience as a manager, data analyst, or similar role in the construction or infrastructure sector, with a focus on project reporting and analysis.
- Strong proficiency in data analysis tools such as Excel, Power BI, or similar platforms for data visualization and reporting.
- In-depth knowledge of FTA PMOC Oversight Procedures.
- Strong organizational, analytical, and communication skills.
- Proficiency with project management information systems (PMIS), financial reporting tools, and Microsoft Office Suite.
- Ability to work collaboratively with multidisciplinary teams and external agencies.
Preferred Skills
- Understanding of project controls, scheduling, construction methods, and risk management.
- Experience with federally funded projects and public sector grant management.
The estimated starting salary for this position is $170,000. Starting salary may vary based on permissible, non-discriminatory factors such as experience, skills and qualifications.
