JOB DESCRIPTION:

This position performs advanced level work under limited supervision of the Senior Management Analysts Supervisory in the Program Integratory Unit, Division of Early Learning. This position independently performs difficult assignments conducting performance reviews and audits of an administrative program for the Division of Early Learning (DEL). This position involves administrative, fiscal and program oversight responsibilities for the statewide delivery of School Readiness and Voluntary Prekindergarten programs. Position serves as a team leader position responsible for coordinating activities of the Accountability unit's programmatic reviews of early learning coalitions and is the primary contact for assigned reviews.

DUTIES & RESPONSIBILITIES:

This position participates in Accountability Reviews (to include desk & onsite monitoring) of the early learning coalitions and statewide contracts to evaluate operational effectiveness and ensure compliance with School Readiness, Child Care Resource and Referral, and Voluntary Prekindergarten statutory and regulatory requirements, and Agency Rules and policies. Conducts monitoring reviews of sub recipient's and contractor's services delivery, operations and governance.

• As Team Leader, responsible for coordinating and disseminating assignments to team to facilitate the desk and on-site monitoring and reviews of early learning coalition activities. Provides administrative guidance, mentoring and support to field unit as needed. Ensure team members meet deadlines.
• Participate in special projects, program reviews, and analysis of findings and results.
• Conduct programmatic monitoring and compliance reviews of contracted agencies and service providers.
• Performs fraud prevention activities, including data analysis and review of reports to identify potential risks and irregularities.
• Analyze program and operational data to assess policy implementation, identify trends, and recommend process improvements.
• Analyze risk assessments and trend analyses to support monitoring and oversight activities.
• Present monitoring and review results to stakeholders during entrance and exit conferences, as well as other internal and external meetings.
• Maintain project tracking systems to ensure performance reviews, monitoring activities, and reports are completed timely and meet administrative requirements.
• Maintain effective communication with supervisors, team members, and stakeholders regarding project status, findings, and outcomes.
• Participates in the planning, coordination, and management of monitoring projects and program reviews.
• Utilize a variety of monitoring methodologies, including surveys, program outcome analyses, on-site reviews, interviews, focus groups, file reviews, and evaluations of service plans, continuity of operations plans (COOP), annual reports, fiscal reports, eligibility determinations, data security practices, reimbursement processes, fraud prevention controls, and plan amendments.
• Review documentation and collaborate with Early Learning Coalitions (ELCs) and Florida Office of Early Learning staff to assess compliance with applicable Voluntary Prekindergarten (VPK), School Readiness, statutory, regulatory, contractual, and best practice requirements.
• Document review findings and develop written recommendations to support the implementation of new systems, procedures, and organizational improvements.
• Prepare, analyze, and present programmatic monitoring reports to evaluate program quality, identify deficiencies, and recommend corrective actions and process improvements.
• Provide technical assistance to stakeholders, including action planning, organizational development, reimbursement practices, and clarification of monitoring findings through on-site and virtual meetings.
• Review policies, procedures, guidelines, and state and local plans to evaluate operational impacts, identify potential issues, and recommend corrective actions.
• Assist with preparing periodic risk assessments of Early Learning Coalitions and other monitored entities.
• Assist in developing and updating monitoring tools, forms, templates, and reports.
• Serves as backup in performing Annual Fiscal Compliance Monitoring Tasks, as needed.
• Perform other related duties and special assignments assigned by the supervisor.

MINIMUM QUALIFICATIONS

• Four years of applicable work experience

• Ability to Travel throughout the State of Florida is required for this position

• A bachelor's degree from an accredited college or University in business administration, economics, finance, management, accounting, public administration, social science, or other qualitative or quantitative analysis and research fields can substitute for 4 years of direct experience.

LEAVE INFORMATION: (CS)

• Annual Leave - All full-time Career Service employees filling established positions earn annual leave in varying increments dependent upon years of creditable service. Employees with up to 5 years of creditable service earn 8.667 hours per month, with 5 to 10 years earn 10.833 hours per month and those with over 10 years of service earn 13 hours per month. Employees in Senior Management Service and Selected Exempt Service positions are credited with 176 hours of annual leave upon appointment. In subsequent years, the annual allotment is credited on the anniversary date of the initial appointment.
