Position Overview
The Global Trade Compliance and Logistics Leader is a new SubCom position that will work across the end-to-end supply and value chain to deliver precision, velocity, and quality results. From the import of foreign sourced raw materials and components, through our new Foreign Trade Zone (FTZ), to ship loading and installation around the world, the Global Trade Compliance and Logistics Leader will have the opportunity to create business value through process development, re-engineering, creating core documents and databases, forming value-added partnerships internally and externally, mitigating risk, in the pursuit of continuous improvement and flawless execution. A significant aspect of this role is the multi-local importation, including temporary import, of installation and project material to support cable landings. The leader will need deep knowledge of U.S. trade compliance but also have demonstrated experience building and overseeing the trade compliance and trade operations program for an enterprise-sized company. The leader will use their global trade experience and expertise to create the next-gen compliance governance, processes, and tools environment. This is a senior role reporting to the Global Supply Chain Operations Leader.
Responsibilities
Strategy and Leadership
Develop SubCom trade compliance strategy aligned with the company's objectives, expected growth, supply chain, and regulatory requirements
Advise senior leadership and other key stakeholders on risks, emerging multi-local regulations and US trade compliance requirements
Build and develop a global trade and logistics team, ensuring effective, documented core processes and standards, and a continuous improvement environment
Build and maintain strong partnerships across the enterprise with legal, supply chain, factory and fleet operations, project management, planning, finance, tax, and commercial teams
Global Trade Compliance Management
Provide direction on tariff optimization strategies, free trade agreements (FTAs), de minimis rules, and duty savings opportunities
Ensure compliance with country of origin, tariff classification, and customs valuation requirements
Create and maintain a database (one version of the truth) of SubCom HTS codes and audit trail for previous shipments
Manage SubCom company policies and their interaction with global policies on anti-boycott laws, trade sanctions and restricted party screening
Oversee compliance with US and multi-local import/export regulations, including those administered by CBP, BIS, OFAC and other US and foreign government authorities
Lead on US Federal Contracting requirements from a trade compliance perspective
Lead proactive assessments of US trade compliance risks and oversee corrective action plans
Global Logistics Management
Create a global logistics capability and support ecosystem that includes factory logistics, project management logistics, fleet logistics, and multi-local staging and distribution operations
Develop a sourcing strategy for global logistics service providers linked to SubCom operations, business plan, and global trade compliance requirements
Maintain optionality and flexibility pursuant to production, installation and ship schedules
Create and administer an "early warning system" of governance to prevent disruption
Improve and maintain cost, performance, and quality of execution
Stakeholder and External Engagement
Develop and maintain a strong external US trade compliance network across industry associations, government agencies, and peer companies to stay abreast of regulatory developments and best practices
Represent the company with external authorities in the US (e.g., CBP, BIS, OFAC, HMRC) and during trade audits or investigations
Advise business leaders and supply chain teams on US geopolitical, regulatory, and tariff impacts to global sourcing and distribution strategy
Governance, Training, and Continuous Improvement
Review and ensure the implementation of US policies, controls, and procedures to ensure compliance across all import/export activities
Oversight for the development and delivery of training programs for employees and management on trade compliance obligations
Support trade data analytics, reporting, and metrics to monitor program effectiveness
Implement continuous improvement initiatives to streamline processes, reduce risk, and enhance global trade efficiency
Qualifications
