Position Overview
DWSD is seeking an experienced GIS Engineer to provide advanced geospatial engineering, application development, database, integration, data-quality, and technical support services supporting its enterprise GIS environment.
The GIS Engineer will support DWSD's water and wastewater operations and its transition toward the ArcGIS Utility Network, while also supporting GIS database maintenance, historical as-built conversion, data extraction, QA/QC, application integrations, and operational intelligence.
The position requires an experienced GIS professional capable of working across geospatial technology, database development, programming, systems integration, enterprise GIS, web GIS, and water/wastewater utility operations.
The RFP specifically requires at least 7 years of hands-on experience and a degree in geography, urban planning, public policy, computer science, or a related field.
Key Responsibilities
- Develop, implement, and support geospatial technologies and enterprise GIS solutions.
- Develop and maintain GIS databases supporting DWSD water and wastewater infrastructure.
- Perform GIS application programming and scripting.
- Support GIS project coordination and implementation activities.
- Assist with requirements definition, documentation, validation, and review.
- Support system-level architecture and product roadmap planning.
- Design, implement, test, debug, integrate, deploy, and monitor GIS system integrations and updates.
- Support integrations involving Cityworks and Innovyze applications.
- Develop and maintain GIS automation and data-processing scripts.
- Support Web GIS platforms capable of real-time and near-real-time data ingestion, big-data storage, and spatial analysis.
- Assist DWSD with improving operational intelligence through spatial analysis of customer and operational data.
- Develop solutions that enable DWSD to monitor customer service touchpoints, prioritize operational needs, respond to customer demand, and support executive reporting.
- Provide technical oversight and QA/QC for GIS database updates.
- Review scanned as-built drawings and supporting documents for quality and completeness.
- Validate GIS features for accuracy, completeness, and compliance with DWSD GIS standards.
- Develop standardized GIS data-quality checks using Data Reviewer for ArcGIS or comparable tools.
- Conduct manual review of selected GIS features to supplement automated quality-control processes.
- Support training/workshops with DWSD GIS personnel and other stakeholders.
- Develop technical guidance and recommendations for ongoing GIS data maintenance.
- Support ArcGIS Utility Network migration activities as required.
- Collaborate with GIS Architects, Analysts, technicians, DWSD IT personnel, Operations, Engineering, and other stakeholders.
Required Qualifications
- Bachelor's degree in Geography, GIS, Urban Planning, Public Policy, Computer Science, or a related discipline.
- Minimum 7 years of hands-on GIS experience.
- Strong experience with Esri GIS technologies.
- Experience developing geospatial databases and applications.
- GIS programming and scripting experience.
- Experience with enterprise and Web GIS environments.
- Experience supporting real-time or near-real-time geospatial data ingestion and analysis.
- Experience with spatial analysis involving large datasets.
- Experience defining and documenting technical requirements.
- Experience supporting GIS systems architecture or product-roadmap activities.
- Strong GIS data QA/QC experience.
- Ability to communicate effectively with technical and operational stakeholders.
