Overview

The City of Gresham is seeking a motivated and technically savvy Geographic Information System (GIS) Analyst to join our Enterprise GIS Team as a member of the City's Information Technology Department. We are looking for an experienced self-starter with a passion for GIS, data integrity, process improvement, workflow automation, and support of new GIS technology. This position reports to the GIS Manager and serves city staff and the community alongside two GIS Analyst Seniors and a GIS Technician Senior. This role will support GIS projects and initiatives aligned with our Geospatial Strategy with a primary focus on data management, data analysis, automating workflows, and project management. Position Description

What you will get to do

Create and manage data, information and documentation

  • Create, update, and maintain data and perform quality assurance processes to maintain integrity of data.
  • Develop and maintain datasets including database design, modeling, metadata, and integration in response to staff requests and project requirements.
  • Create and document procedures for business workflows, new datasets, and tools.

Data Analysis

  • Produce high quality maps, dashboards, and reports from analysis of the most complex nature.
  • Provide assistance and support to staff regarding spatial analysis and tool sets.
  • Utilize aerial imagery for raster analytics and LiDAR data for 3D analysis.

Process Automation

  • Develop custom scripts and applications to automate data collection, maintenance of geospatial datasets, and data analyses.
  • Perform spatial and non-spatial data extractions, transformation and loading processes, and analysis.

GIS Project Management

  • Work with internal and external stakeholders to understand their spatial and non-spatial data and analysis needs.
  • Facilitate project team meetings and manage the planning and implementation of small to medium sized GIS projects.
  • Determine business objectives, define scope, detail requirements, manage change, and help implement solutions.
  • Create a variety of information products including digital or paper maps, web maps, web apps, and mobile tools using cartographic, visualization and information management processes and standards.

Current or Upcoming Projects

  • Migrate existing water utility geospatial data to Esri's Utility Network.
  • Implementation of ArcGIS Image Server to support raster analytics.
  • Development of a historic imagery tracker.
  • Development of an oriented imagery database.

Coaching and Training

  • Review and monitor work for accuracy and content; evaluate projects, activities, and processes.
  • Train staff on new software solutions and/or workflows.
  • Assist with training staff on geoprocessing tasks and tools.
  • Train and make presentations to internal users.

Technical Support

  • Assist in resolving and troubleshooting GIS-related problems and requests.
  • Assist in installing and testing new GIS software.

Qualifications

Minimum Qualifications

  • Bachelors degree in geography, environmental studies, computer science, engineering, GIS, or related field.
  • One (1) to three (3) years of professional experience operating GIS using Esri's software suite or related software, performing spatial analyses, creating and using spatial analytic tools, and leading project(s), or related work.

Any combination of qualifying education, training, and experience that meets the minimum requirements will be considered.

Preferred Qualifications

  • GISP Certification.
  • Experience with Python and/or other scripting and programming languages.
  • Experience with FME and/or Esri's Data Interoperability extension.
  • Experience with raster and LiDAR analytics.
