Position Overview

Salary Range: $30.5311 - $35.3398/hour. Salary reflects Step 1 and Step 4 of a 7-step pay scale. Salary at hiring will be dependent upon the applicants education, experience, and training.

Work Schedule: Monday through Friday, 8:00 a.m. to 5:00 p.m.

Job Summary:

Under general supervision, performs intermediate to advanced spatial analysis, designs, configures, and maintains web-based GIS applications and mobile field data collection workflows, manages spatial database quality control, builds task automation workflows, and provides technical support, analysis, and training to City departments; and performs related work as required.

Scope of Responsibility:

Incumbent works with moderate independence in applying established spatial principles, geoprocessing techniques, and analytical procedures. Working under general supervision, the GIS Analyst solves intermediate spatial problems, configures web GIS solutions, validates spatial data integrity, and supports municipal programs across multiple departments. The role frequently interacts with City employees across multiple departments, external agencies, developers, and consultants to gather project requirements, deliver analytical products, and explain procedural technical details.

Essential Duties and Responsibilities

Spatial Analysis, Web GIS & Application Configuration

• Perform intermediate and advanced vector and raster spatial analysis, geoprocessing, proximity modeling, and cartographic map production to support Public Works, Planning, Public Safety, Administration, and City Council initiatives.
• Configure, deploy, and maintain web-based GIS applications, dashboards (e.g., Esri Experience Builder, ArcGIS Dashboards), and interactive web maps to meet departmental operational needs.
• Configure, deploy, and support mobile GIS applications (e.g., Esri Field Maps, Survey123, QuickCapture) for field data collection, asset inspections, and mobile workflows.
• Utilize Esri ModelBuilder and scripting (e.g., Python/ArcPy) to automate routine data transfers, geoprocessing models, spatial queries, and regular reporting.
• Perform advanced spatial data editing, attribute validation, and quality assurance/quality control (QA/QC) on enterprise geodatabase layers, enforcing topology and attribute domain rules.
• Assist in maintaining relational database associations, table joins, relates, and domain lookups within enterprise geodatabases.
• Post-process high-accuracy Global Positioning System (GPS) field data and verify feature spatial accuracy before committing to enterprise layers.

Cross Departmental Support & Municipal Date Operations

• Serve as a primary technical liaison for assigned City departments regarding spatial analytics, custom mapping requests, mobile solutions, and web app enhancements.
• Support municipal land records, parcel mapping, and addressing workflows; evaluate and process official addressing, street naming, and boundary adjustments in coordination with Planning, Public Safety/911, Yellowstone County, and State agencies.
• Collaborate with departmental staff to create new spatial layers for asset management systems (e.g., Cityworks) and ensure data integration across operational platforms.
• Extract, transform, and analyze spatial and attribute data from relational databases and external data sources for municipal decision-making and open data deliverables.
• Provide technical support, training, and troubleshooting assistance to City staff on desktop GIS software, web apps, and mobile collection tools.

GIS Division Operations and Support Functions

• Assist GIS Specialists and Managers in maintaining metadata standards, dataset inventories, and comprehensive technical process documentation.
• Support data migration, schema updates, and dataset standardization across City departments to maintain system efficiency.
• Attend and participate in professional group meetings; stay abreast of new trends and innovations in GIS, spatial analysis, web mapping, and mobile data collection.

Qualifications and Skills

Required Qualifications and Skills:

• Bachelors degree from an accredited college or university in Geography, Geographic Information Systems (GIS), Computer Science, Civil Engineering, Urban Planning, or a closely related field.
• Four (4) to six (6) years of professional work-related experience operating Esri ArcGIS Pro, ArcGIS Enterprise/Portal, performing intermediate to advanced spatial analysis, web application configuration, and managing enterprise spatial datasets.

OR

• Masters degree in Geography, GIS, Computer Science, or related field AND two (2) to four (4) years of related professional GIS experience.

AND

• A valid Montana drivers license or must be obtained within thirty (30) days of employment.
• Must be able to successfully pass a Federal and State criminal history background check.

Preferred Qualifications and Skills:

• Experience configuring and deploying Esri ArcGIS Enterprise (Portal), Experience Builder, ArcGIS Dashboards, and Survey123.
• Experience with Esri ModelBuilder or Python/ArcPy scripting for spatial data workflow automation.
• Experience querying relational databases (e.g., Microsoft SQL Server) and interpreting civil engineering plans or plats.
• Experience supporting municipal GIS functional areas (e.g., public works asset management/Cityworks, land records, or public safety GIS).

Physical Demands and Working Conditions

Work is primarily in an office environment, with occasional work outdoors as required for field verification or GPS collection. Intermittent effort involving lifting of between 5 and 25 pounds is required. Work requires close attention to detail or deadlines frequently (between 45% and 70% of the time). There is intermittent exposure (less than 15% of the time) to a disagreeable element, such as dirt, grease, odor, chemicals, or unpleasant weather conditions. Driving is required occasionally.
