About the Position

This is a time limited position. This position will serve as Branch Manager of the Geotechnical Support Branch within the Waste Division, directing the management of the States UIC program and providing Geotechnical support to the nonhazardous solid waste and RCRA programs. The manager will supervise and mentor 1 staff geologist as part of implementing these functions. The programs which the Branch will conduct and support include the following: 1. The oversight and management of the MDEQ UIC Program from Class I, III, IV, and V UIC wells including permitting, compliance, monitoring, testing and closure/abandonment of such UIC wells. 2. The review of geologic site characterizations for solid waste disposal facilities and the development of recommendations regarding the consistency of such demonstrations with State siting criteria for solid waste management facilities. 3. The review and assessment of the design and implementation of ground water monitoring systems around solid waste management facilities and hazardous waste management facilities. 4. The supporting review of groundwater monitoring data collected from monitoring systems at various nonhazardous solid waste facilities and the provision of technical assistance to compliance staff in the Solid Waste programs on the interpretation of that data. 5. The supporting review of groundwater monitoring data and associated remedial actions for hazardous waste facilities functioning under post closure care permits and the development of recommendations to RCRA staff on the performance of those monitoring and remediation systems. 6. The review of groundwater monitoring and other geologic and hydrogeologic information around closed landfill sites, corrective action trust fund project sites, illegal dumpsites, and other sites managed by the Waste Division. 7. The provision of technical support for the development of regulations and/or policies addressing: geologic siting requirements for solid waste/hazardous wastes facilities, the content of geologic studies done in support of permit applications for these facilities, groundwater monitoring systems of solid waste facilities and other similar sites, and geologic siting standards for UIC wells under the Departments jurisdiction.

What youll need to be Successful

An ideal candidate should possess a high level of interpersonal skills in order to foster cohesion amongst the branch. The ability to build and work with a team is essential. The candidate needs to be able to identify potential problems and raise these issues within the chain of command and propose solutions. The candidate should have the ability to effectively communicate with consultants, program staff, contractors and management. To be successful, the candidate should be able to display effective use of adaptive management to prioritize work and respond to needs of the branch.

Preferred Qualifications

Typically requires a Bachelor's Degree and 6+ years of experience. Hiring agency additional qualifications: An ideal candidate should have experience in geologic science including investigation, evaluation and interpretation of geologic information and the geotechnical capabilities/properties of various geologic formations, earth, and earth materials.
