Conducts the analysis, design, programming, testing, and implementation of Geographic Information System applications. Prepares system documentation. Provides training to staff on system utilization. Offers assistance to users in their general use of all GIS software.

Essential Functions

Develops and tests programs by writing the needed programs in the appropriate language, doing unit and system testing, recruiting and assisting users to perform final testing, designing customized systema, determining databases, screens, inputs and outputs, creating prototype, and modifying design at users direction.

Performs system support by analyzing requirements, researching possible package solutions and methods, discussing possible in-house solutions with users and supervisors, implementing the applications, providing written documentation, conducting workshops, maintaining applications, providing technical support, upgrading and/or enhancing the applications, providing information, and working with team members to implement new products and services.

Develops and maintains website and GIS internet applications by designing and planning content, layout and organization and maintaining and troubleshooting the site and its applications.

Education/Experience

Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelors degree or equivalent.

Required:

  • Two (2) years of experience in GIS programming.

Preferred:

  • Bachelor's degree in GIS, Information Technology, Transportation, Engineering, or equivalent.
  • Three (3) years of experience as a GIS Programmer.
  • Proficiency with SAS/SPSS Statistical and GIS 10.6.2 Pro software.
  • Experience working with a municipality in transportation or utilities.
  • Proficiency with the following programs is highly desired: AUTOCAD 2020/3D Studio Max, Photoshop/Illustrator, ERDAS Imagine, R Programming, Atlas ti, and STRAVA.

Additional Information & Requirements

Work Schedule: 7:00 am - 3:30PM (Monday - Friday) 40hrs/wk.

  • Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.

  • Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.

  • Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.

  • Retirement

If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

  • The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant's school of enrollment must be an accredited institution.
