Kwaan Bear IT Solutions, LLC (KBITS) is seeking a General Engineer to support facility construction, renovation, repair, and infrastructure projects at NAS Patuxent River. This position will assist with project scoping, cost estimating, pricing reviews, technical evaluations, and construction oversight.

The ideal candidate will have experience with general construction; civil, electrical, and mechanical systems; and SCIFs or other secure government facilities. This is a technical support position and does not require approval or stamping of engineering documents.

Key Responsibilities

• Develop and review project scopes, statements of work, technical requirements, and cost estimates.

• Conduct site visits, facility assessments, and existing-condition surveys.

• Review contractor proposals, pricing, bids, modifications, and change-order requests.

• Review construction drawings, specifications, schedules, submittals, and requests for information.

• Support civil work involving grading, drainage, stormwater management, pavements, roadways, sidewalks, utilities, and site improvements.

• Support electrical work involving power distribution, lighting, grounding, generators, emergency power, fire alarms, and communications infrastructure.

• Support mechanical work involving HVAC, controls, plumbing, ventilation, and fire-protection systems.

• Assist with construction, renovation, demolition, repair, and facility-modernization projects.

• Support SCIFs, classified spaces, communications rooms, restricted-access areas, and other secure facilities.

• Monitor construction progress, quality, cost, schedule, safety, and compliance with project requirements.

• Identify design conflicts, utility conflicts, scope gaps, constructability concerns, and potential cost or schedule impacts.

• Participate in design reviews, construction meetings, inspections, punch-list activities, and project closeout.

• Coordinate with government personnel, facility users, engineers, contractors, security representatives, and other stakeholders.

• Maintain project estimates, inspection reports, meeting notes, and technical documentation.

Required Qualifications

• Bachelor’s degree in engineering, construction management, architecture, or a related technical field.

• Experience supporting facility engineering, construction, renovation, repair, or infrastructure projects.

• Working knowledge of general construction and civil, electrical, and mechanical systems.

• Experience developing project scopes and preparing or reviewing construction cost estimates.

• Experience reviewing contractor pricing, proposals, modifications, or change orders.

• Ability to read and interpret construction drawings, site plans, specifications, and technical submittals.

• Experience with SCIFs, classified spaces, secure facilities, or other controlled government environments.

• Strong communication, organization, analytical, and problem-solving skills.

• Ability to conduct site inspections and work in active construction environments.

• Active Secret clearance or ability to obtain and maintain the required clearance.

Preferred Qualifications

• Experience supporting NAS Patuxent River, NAVAIR, NAVFAC, or another Department of Defense installation.

• Familiarity with Unified Facilities Criteria, government construction standards, and applicable building and safety codes.

• Understanding of SCIF construction requirements, including ICD 705.

• Experience with AutoCAD, Civil 3D, Bluebeam, Microsoft Project, or construction-estimating software.
