Job Summary
The Georgia Department of Transportation (GDOT) is seeking an experienced IT Trainer to deliver technical training to GDOT staff across the state. The selected candidate will conduct in-person training at District and Area Office locations, including District 1 (Gainesville) and District 2 (Tennille, GA), several times per month, as well as virtual training sessions through Microsoft Teams.
The candidate will provide training on custom-developed GDOT IT applications and Commercial Off-the-Shelf (COTS) software. GDOT will provide training on its applications to ensure the selected candidate is prepared to deliver effective instruction.
The IT Trainer will work closely with GDOT business units, technical staff, and end users to identify training needs, develop instructional materials, coordinate training schedules, and deliver engaging learning experiences.
 
Key Responsibilities:
1. IT Training Delivery

• Conduct instructor-led training sessions for adult learners in both virtual and in-person classroom environments.
• Deliver training on desktop, web-based, and mobile applications.
• Facilitate remote training sessions using Microsoft Teams, including webinars and user group sessions.
• Travel to GDOT District and Area Office locations to conduct scheduled on-site training.
• Develop and maintain sufficient knowledge of GDOT IT applications to effectively train and guide end users.
• Use various instructional techniques to promote learner engagement and competency-based learning.
• Maintain a professional, interactive, and positive classroom environment.
• Facilitate training delivered by external vendors and contractors.
• Support training activities during IT application testing, initial rollouts, and ongoing production operations.

2. Training Content Development

• Develop, update, and maintain high-quality training materials for GDOT IT applications.
• Create PowerPoint presentations, instructor guides, quick reference guides, user manuals, storyboards, videos, and computer-based training materials.
• Collaborate with technical staff and subject matter experts to develop accurate and relevant training content.
• Design role-based instructional materials tailored to the needs of different user groups.
• Review and update existing training documentation to reflect application changes and business requirements.
• Develop instructional content using tools such as Microsoft Word, Microsoft PowerPoint, Scribe, TechSmith Camtasia, Adobe Captivate, and Articulate 360/Storyline.
• Publish training materials and course content as needed.

3. Learning Management System (LMS) Administration

• Publish training schedules and course offerings within GDOT's Learning Management System (LMS).
• Manage learner enrollments, attendance, testing, course completions, and certifications.
• Assign appropriate grades, scores, and certifications based on course requirements.
• Maintain accurate training records and ensure timely completion of LMS administrative tasks.
• Distribute and review training surveys to collect learner feedback.
• Use survey results to improve training delivery, instructional content, and GDOT IT applications.
• Maintain accurate reporting of training activities and performance indicators.

4. Training Coordination and Stakeholder Engagement

• Collaborate with GDOT business units, IT teams, Human Resources, and other stakeholders to identify training needs and address knowledge gaps.
• Build strong working relationships with internal customers to increase class enrollment and encourage participation in available training programs.
• Maintain, coordinate, and communicate training schedules and course offerings.
• Ensure training environments, systems, and data are prepared before scheduled classes.
• Reserve conference rooms, computer labs, and required training equipment.
• Confirm learner enrollments before traveling to training locations.
• Coordinate with the Team Leader regarding work assignments, priorities, schedules, technical issues, and travel arrangements.
• Support other instructors by conducting scheduled classes when necessary.
• Ensure training opportunities are distributed equitably across GDOT Districts.

5. Administrative and Reporting Responsibilities

• Maintain accurate timecards, work activity reports, training records, and performance indicators.
• Complete required documentation and submit reports within established deadlines.
• Prepare and submit accurate travel expense reports in accordance with GDOT policies and reimbursement procedures.
• Verify the accuracy of travel expenses, applicable taxes, and supporting documentation.
• Follow all applicable State of Georgia and GDOT policies, procedures, standards, and guidelines.
• Proactively communicate risks, scheduling conflicts, technical issues, and travel concerns to the Team Leader.
• Adapt to changing priorities in a dynamic, fast-paced, customer-focused IT environment.

• Relevant IT certifications with at least 4 years of IT experience.

Work Terms and Conditions
Work Schedule and Hybrid Arrangement

• This is a hybrid position requiring a combination of remote and in-office work.
• Candidates must be local to Georgia and able to report to GDOT office locations as required.
• GDOT has not specified a fixed number of on-site versus remote workdays.
• The candidate's availability for in-office work will be discussed during the interview.
• The position requires 8-hour workdays on a fixed schedule, Monday through Friday, totaling 40 hours per week.
• The daily schedule will begin no earlier than 8:00 AM Eastern Time.
• Flexible work schedules are not permitted.
• Remote employees must maintain a suitable internet connection and work environment in compliance with GDOT telework policies.

Contract Duration

• The initial contract end date is aligned with the end of GDOT's fiscal year.
• GDOT may extend contracts in one-year increments based on business needs.
• Previous consultants have received contract extensions and continued working with GDOT for several years.
• Contract extensions are not guaranteed, and GDOT reserves the right to terminate the engagement at any time.

Travel Requirements

• The candidate must possess a valid driver's license and be capable of operating a motor vehicle.
• The candidate must have access to a personal vehicle for work-related travel.
• GDOT will not provide a vehicle or other transportation for work-related travel.
• Authorized travel expenses, including lodging, meals, and approved use of a personal vehicle, will be reimbursed in accordance with applicable policies.
• Expenses related to relocation or initial travel to Georgia will not be reimbursed.
• The candidate must maintain a personal credit card for travel-related expenses, as GDOT does not provide advance expense payments.
• Travel expense reimbursement will follow the State Accounting Office Travel Policy.

• GDOT observes 13 state holidays.
• Candidates are not permitted to work or make up missed hours during holiday weeks without management approval.
• Extended leave exceeding one week during the first year of service is generally not permitted.

Equipment and Physical Requirements

• GDOT will provide a laptop and cell phone for work-related activities.
• All state-provided equipment must be used in accordance with applicable GDOT policies and procedures.
• The candidate must be physically capable of standing, stooping, kneeling, lifting, transporting course materials, and setting up training rooms.
• GDOT does not provide free parking.
• Routine commuting and parking expenses are the responsibility of the candidate. Only authorized travel expenses are eligible for reimbursement.
