    Description

    Work arrangement: U.S.-based remote/virtual, with potential international travel

    ROLE PURPOSE
    Convert digital-infrastructure decisions and gaps into implementable feasibility-study, technical-assistance and pilot scopes.

    REPRESENTATIVE ASSIGNMENTS
    • Develop task-based TORs with methods, deliverables, qualifications, acceptance tests and dependencies.
    • Build independent WBS/BOEs, labor mixes, travel/ODCs, budgets and task-completion schedules.
    • Reconcile every TOR task to funded hours, milestones, risks and implementation decisions.

    REQUIRED EVIDENCE
    • 10+ years of relevant project-preparation, cost-estimating, scheduling or scope-development judgment.
    • Personally authored implementable TORs/SOWs, independent estimates and schedules.
    • Digital-infrastructure, international-development or USTDA-style products preferred.
    • Strong quality-control and Government-report writing evidence.
    • U.S. citizen or lawful permanent resident. Please answer only yes/no/category; do not upload identity documents.
    • Strong written English; ability to support approximately 20-day mobilization and up to three international trips of up to ten business days when assigned.

    WHAT TO SUBMIT
    • Current résumé with month/year dates and personal responsibilities.
    • Three relevant projects: client/sponsor, country, period, scale, your role, deliverable and outcome.
    • One nonproprietary example of a report, feasibility, roadmap, TOR/SOW, model or review product you personally led.
    • Current city/state, hourly-rate expectation, availability, travel readiness, languages, and employment/country/customer/conflict restrictions.
