    ## Position Overview
    The Illinois Tollway is dedicated to providing and promoting a safe and

    The Tollway is a user-fee system no state or federal tax dollars are
    used to support maintenance and operations. Operations are funded by
    toll and concession revenues.
    Under the leadership of the Board of Directors and Executive Staff,
    Tollway is committed to achieving the following goals: increase
    collaboration with regional transportation and planning agencies,
    promote the regional economy, maintain financial integrity, foster
    environmental responsibility and sustainability, maintain the safety and
    efficiency of the Tollway system, further transparency and
    accountability, enhance customer service, and maintain public trust.
    In support of this vision, the Fleet Systems Manager position reports to
    the Senior Manager of Fleet Assets. The Fleet System Manager must be
    proactive in the management of Fleet's information systems, including
    the Fuel Management System, Cartegraph System, SAP/SRM, Procurement
    Contracts, Vehicle licenses and titles. This position must maintain a
    positive line of communication within the Tollway with all departments,
    with particular emphasis on other Division Managers, Procurement staff,
    and the Maintenance Site Staff. The key contacts outside of the Tollway
    would include the Secretary of State's Office, Contract Vendors,
    Contract Towing Operators.
    This position also works closely with Procurement Buyers and Central
    Warehouse staff. Internal contacts include the following departments:
    Accounts Payable, Office of Budget, Sign Shop, Permits & Utilities,
    Traffic Center, Building Maintenance, and Maintenance Site Managers.
    The incumbent is responsible for contract creation and management of
    various Fleet contracts, such as, accident claims adjustment, parts
    washers, steel, truck springs, etc. In addition to the contracts
    mentioned, the incumbent monitors the status of all vehicle and
    equipment contracts to ensure the vendors are paid and the purchase
    orders are completed correctly. The incumbent also works with
    Procurement on the creation of new contracts, contract renewals, and
    contract modifications.
    ## Essential Job Functions
    Position Responsibilities
    - Development and Management of the Fleet M&O and Capital budget with
    the assistance of the Fleet Staff. This includes working closely on
    the budget with the General Manager of Fleet Maintenance, Senior
    Manager of Fleet Assets, Fleet District Managers and Lead Mechanics.

    - Manage the road wide Equipment Management System (EMS). The position
    is accountable for the ongoing performance and maintenance of all
    computerized fleet asset management systems. This includes the EMS
    system which consists of five subsystems: equipment control,
    maintenance & operations, shop work, cost accounting, and parts &
    material inventory. The main objective is to manage the EMS system,
    update its subsystems to comply with current technology, and develop
    and implement enhancements based on the needs of Fleet. The position
    also provides direction and assistance to field supervisory and
    clerical support personnel on all EMS input and identifies and
    corrects all system errors.

    - Oversee the administration of Tollways Fuel Management System and
    Tollway fuel Operations. This includes ordering and delivery
    coordination of approximately 1,500,000 gallons of fuel ann ally.
    This covers all aspects of the system including data input, fuel
    contracts, procedure and reporting, system interfaces, and system
    enhancements. Data analysis occurs daily, and all errors are
    investigated and corrected. All satellite fuel locations are
    inspected annually. Directs fuel vendors on any changes to the
    system that must be implemented.

    - Direct participation with Fleet procurements and contract
    monitoring. This includes tracking contract status and placing
    shopping cart requests for vehicles, equipment, and materials.

    - Oversight and first line management of the Contract Towing
    Agreements. This position assists in the management of all Tow
    Companies under written Agreement with the Tollway to ensure
    compliance with agreement provisions such as insurance requirements,
    billing rates, response times and performance. The position directs
    and assigns work to the Secretary and Support Staff (Fleet Systems
    Analyst & Roadway Maintenance staff) related to Towing and Road
    Service issues
    Management of pool car operation and staff. Responsibilities include
    supervision of the supporting staff, vehicle and maintenance repair,
    parts inventory, and all related items and procedures. The pool car
