Position Overview

 

Think Tank Inc. is seeking Fishery Biologist II candidates to support the SEFSC Fisheries Statistics Division at the Miami Lab. These positions are responsible for distributing and processing commercial fishermen's logbooks and implementing the SEFSC Fisheries Electronic Reporting System (FERS). Candidates will also present FERS information at fisheries management meetings and conferences.

 

Key Responsibilities

 

Logbook Distribution & Processing

  • Annually distribute logbooks to existing and new permit holders (December; within 5 business days).
  • Distribute logbooks to new permit holders within 7 calendar days of notification.
  • Pick up mail on scheduled days by 1:00 PM; process incoming logbooks.
  • Process logbooks without errors within 46 calendar days; with errors within 60 calendar days (unless delays caused by unresponsive permit holder).
  • Monitor phone line on scheduled days; respond to permit holders within 4 business days.

FERS Implementation

  • Generate PINs and send FERS registration instructions to permit holders via US mail weekly.
  • Test new versions of the eTrips application within 14 calendar days of version release.
  • Query and analyze HMS and Coastal logbook data using SQL, SAS, or R for quality control and validation processes.
  • Extract and summarize data collected via electronic reporting for comparison to standard reporting; produce reports within 7 calendar days of request.

Scientific Meetings & Outreach

  • Present FERS information at Fishery Management Council meetings, ACCSP and GFIN working group meetings, and HMS Advisory Panel meetings.
  • Attend conferences and symposia with sessions on electronic reporting; present SEFSC information as required.
  • Assist Government staff with electronic logbook processing training sessions for new hires.
  • Submit all presentations for approval 5 days prior to meetings or conferences.

Administrative

  • Complete training courses and maintain up-to-date training annually

 

Minimum Qualifications (Required)

 

Education

  • MS Degree in Marine Science or a related field of study; OR BS Degree plus three (3) years of relevant experience.

Skills

  • Computer literate and experienced with word processing, database, statistical, and graphics programs.
  • Knowledge of applying basic concepts, principles, and methodologies of fish or related biological field sufficient to independently perform scientific tasks.
  • Proficiency in SQL, SAS, or R for data query and analysis.

 

Preferred Qualifications (Desired)

 

  • Experience collecting catch and effort information from commercial fishers.
  • Familiarity with FERS or similar electronic reporting systems.
