Description

The Fiscal Manager shall be responsible for overseeing staff and workflow in the Prothonotary and Clerk of Courts departments, under the direction of the Department Manager. The Fiscal Manager shall also be responsible for the reconciliation of bank accounts and oversight of undisbursed funds, and provide Fiscal support to the Division of Judicial Services and Records.

Essential Duties and Responsibilities

  • Monitor day to day operations to ensure policy and procedures are followed
  • Payroll processing
  • Perform accounting functions for the offices, which includes balancing of cash drawers, deposits, transfers, distributions and reports
  • Preparation of reports/records for external auditors
  • Reconciliation of bank accounts and oversight of undisbursed funds
  • Retention and disposal of financial records according to PA Record Retention Policy
  • Coordinate scheduling of staff to maintain high level customer service
  • Any other duties as assigned.

Required Knowledge, Skills and Abilities

  • Proficient in Accounting/Bookkeeping skills
  • Proven knowledge of supervisory methods and techniques
  • Knowledge of record retention standards including maintenance, purging and retrieval of such records
  • Ability to motivate employees and establish working relationships with associates, representatives of the Court, County and State agencies, and the public
  • Ability to organize and coordinate an efficient workflow process for merged offices
  • Proficient in the use of various computer software including but not limited to Microsoft Excel, Microsoft Word, and QuickBooks
  • Strong oral and written communication skills

Minimum Qualifications

  • Completion of a Bachelors Degree in Accounting or Business Administration with a minor in Accounting
  • Minimum of three years work experience in an accounting related position which has included at least one year in a management/supervisory capacity
  • Any equivalent combination of acceptable education, training and experience which has provided the knowledge, skills and abilities cited above

I. Medical Insurance

The coverage begins for the employee the on the first of the month following the first full 30 days of full-time employment for employees and their eligible dependents. Cost to the employee to participate in the plan varies by the coverage selection and the number of dependents; and may be subject to collective bargaining agreement. The employee may also elect to opt out of the Countys medical insurance if proof of coverage is provided. Under this arrangement, the employee is provided with an annual opt out payment.

II. Vision and Prescription

The coverage begins for the employee on the first of the month following the first full 30 days of full-time employment for employees and their eligible dependents. Contributions may vary, subject to collective bargaining agreement.

III. Dental Coverage

The coverage begins for the employee on the first of the month following the first full 30 days of full-time employment for employees and their eligible dependents. Contributions may vary, subject to collective bargaining agreement.

IV. Life Insurance

A $50,000 life insurance policy is afforded to full-time employees, unless specified differently in a collective bargaining agreement. It remains in effect as long as the employee is actively employed and terminates upon resignation or retirement.

V. Retirement
