    Duties and Responsibilities

    • *Review, approve and process all fiscal documents on appropriated funds up to $24,999 (e.g. purchase orders, travel documents, direct payments, p-card transactions, etc.) ensuring compliance with university and state rules and regulations.
    • *Review and approve all Outreach College fiscal transactions and academic documentation, including memorandums of agreements to establish courses.
    • *Assist in the development of department's annual planning budgets and allocations. Generate and analyze quarterly financial reports on various fund types; inform and work with the department chair and Chief Administrative Officer on any discrepancies and/or large variances throughout the fiscal year.
    • *Train faculty and staff on COE's internal and the university's policies and procedures related to fiscal and procurement.
    • Act as back up fiscal officer or administrative officer for the COE as necessary.
    • *Review and approve UH Foundation (UHF) transactions including scholarships and donations. Reconcile the accounts on a scheduled basis and write policy as needed by COE.
    • *Responsible for maintaining inventory records for equipment purchased using appropriated funds.
    • *Supervise APT, casual hires, and undergraduate student assistants in the COE Administrative Services Office (ASO).
    • Process all KFS Security forms for new and existing employees; analyze and recommend potential roles based on their duties and responsibilities within the respective Primary chart-org. Keep abreast of newly implemented policies and procedures.
    • Create and regularly update COE's internal fiscal policies and procedures manual. Serve as the college's main point-of-contact for all fiscal and procurement inquiries.

    Minimum Qualifications

    • Possession of a baccalaureate degree in business administration or equivalent and 4 year(s) of progressively responsible professional experience with responsibilities for accounting and fiscal administration, including compliance with applicable policies and procedures; or equivalent education/training or experience.
    • Considerable working knowledge of principles, practices and techniques in the accounting and fiscal administration in an institute for higher education as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
    • Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with accounting and fiscal administration in an institute for higher education.
    • Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
    • Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
    • Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
    • Demonstrated ability to operate a personal computer and apply word processing software.
    • For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
    • Any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
    • Knowledge of the State of Hawaii's taxability policies and procedures, especially in the area of stipends.
    • Experience with a purchasing card system.

    Desirable Qualifications

    • Experience working with the Kuali Financial System; processing transactions, internal controls or equivalent.
    • Experience working with the Outreach College; in particular, understanding the memorandums of agreements and auditing transactions and a Statewide program.
    • One year (1) of experience working with UHF funds, its online report portal for financial statements, and knowledge of UHF policies and procedures.
    • Experience working with UH's p-card administration system.
