    Introduction

    The Maryland Military Department is seeking a candidate for the position of Fiscal Services Administrator VI. This position serves as the Chief Financial Officer for the Agency and serves at the pleasure of the Appointing Authority. The role follows a compressed work schedule, Tuesday through Friday, 6:30 a.m. to 5:00 p.m. Free parking is available.

    Main Purpose of Job

    The Chief Financial Officer (CFO) leads the Finance Department at the Maryland Military Department (MMD), providing executive-level oversight of state finance and accounting, budgeting, and federal cooperative agreement reimbursement processes. The CFO works closely with the Assistant Secretary for Administration, The Adjutant General (TAG), the Deputy Adjutant General (DAG), and the United States Property and Fiscal Officer to provide fiscal guidance across the agency.

    This position will hold direct financial management responsibility for numerous state programs, including Administration, STARBASE, Honor Guard, Defense Force, Counterdrug Task Force, Center for Military History, State Active-Duty, Education Tuition Assistance, Army and Air Operations and Maintenance, and Healthcare for Heroes. The incumbent will also oversee the 12 Appendices of the Master Cooperative Agreement with the National Guard Bureau, with stewardship over approximately $50 million in combined state and federal operating funds in addition to capital funding that fluctuates based on the Agencyâs needs.

    MINIMUM QUALIFICATIONS

    EDUCATION:Â A bachelorâs or higher-level degree in Business Administration, Accounting, Finance, or Public Administration from an accredited college or university.

    EXPERIENCE:Â Five years of State service experience in resource planning and budget administration, fiscal analysis, and critical fiscal policy implementation, including managing large-scale fiscal operations, along with leading an agency through Federal and State financial and compliance audits. At least three years of the required experience must include high-level managerial experience supervising finance teams, professional staff, and overseeing departmental operations.

    DESIRED OR PREFERRED QUALIFICATIONS

    Preference will be given to applicants who possess the following preferred qualifications. Please include clear and specific information on your application regarding your qualifications.

    • Strong understanding of Maryland government accounting practices and budget hearings.Â
    • Experience in public sector budgeting managing at least $20,000,000 annually in State and Federal Funding. Â
    • Experience using State finance applications such as the Budget Analyst and Reporting System (BARS) and the Financial Management and Information System (FMIS).
    • Experience managing Federal funding and grants.
    • Experience in financial certification of departmental procurements and payroll.Â
    • Experience providing high level managerial supervision.

    LIMITATIONS ON SELECTION

    Must be a current State of Maryland employee.

    LICENSES, REGISTRATIONS AND CERTIFICATIONS

    Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operatorâs license valid in the State of Maryland with less than 5 points to operate a state vehicle.
