    This Opportunity:

    The Democratic Republic of the Congo (DRC) has endorsed its National Energy Compact as the strategic framework to transform the energy sector by 2030. The Compact is aligned with Mission 300, the initiative co-convened by the World Bank Group and the African Development Bank to connect 300 million Africans to electricity by 2030, in partnership with The Rockefeller Foundation, the Global Energy Alliance for People and Planet and Sustainable Energy for All (SEforALL). Under the Compact, the Government aims to expand electricity access from 21.5% to 62% by providing first-time access to up to 60 million people, to scale clean cooking from 1% to 30% of the population, and to mobilize more than US$37 billion in public and private investment.

    To drive implementation, the Government has established a Compact Delivery and Monitoring Unit (CDMU) within the Prime Minister's Office (Primature). The CDMU coordinates sector ministries, implementing agencies (including the national utility SNEL, the rural electrification agency ANSER and the electricity regulator ARE), development partners and private investors; tracks performance against the Compact Action Plan and Results Framework; and works to resolve implementation bottlenecks. It is staffed by experts embedded within the unit, working as an integrated team under the CDMU Coordinator.

    Palladium, which provides services to the Alliance under a Master Services Agreement (MSA), is seeking a Financial Structuring, Modeling and Investment Mobilization Expert to support the DRC CDMU. Mobilizing US$37 billion over five years, more than half of it from private sources, is one of the most complex challenges of Compact implementation. The Expert will coordinate the Compact's financial structuring, bankability review and investment mobilization agenda, and oversee delivery of its financing-related Action Plan commitments.

    This role is contingent upon contract award to Palladium. The Expert will be engaged upon award for an initial full-time 12-month assignment, with potential for extension subject to performance, evaluation and available funding. The anticipated start date is October 2026.

    Location:

    The position is based in Kinshasa, DRC, at the CDMU headquarters within the Prime Minister's Office (Primature), with occasional travel to the provinces as needed. Only candidates with current work authorization will be considered.

    Reporting Lines:

    • The Expert will report day-to-day to the CDMU Coordinator and will work as a peer with the other CDMU experts, with strategic oversight from Palladium's Energy Access Portfolio Lead. The Expert will coordinate closely with the Ministry of Hydraulic Resources and Electricity (MRHE), the Ministries of Finance and Planning, ARE, ANSER, SNEL, UCM, COPIREP, provincial authorities and development partners, as directed by the CDMU Coordinator.
    • The Expert will take part in weekly CDMU coordination meetings. All formal outputs are prepared in French, with English summaries where needed for international partners and investors.

    Primary Roles and Responsibilities:

    The Expert will hold coordination and oversight responsibility for implementing the Compact's financing plans. Responsibilities will include, but are not limited to:

    Compact financing coordination and portfolio prioritization

    • Establish and maintain a Compact financing coordination tracker covering priority projects, financing sources, responsible entities, estimated funding gaps, key dependencies and next actions.

    • Advise the CDMU on project prioritization based on readiness, financing need, strategic impact, implementation risk and investor appetite, including a financing priorities note on actions requiring immediate attention in the first 6-12 months.

    • Coordinate with the other CDMU experts to align financing information with the CDMU performance dashboard and to address regulatory or institutional bottlenecks affecting bankability.

    Financial modeling and project bankability

    • Develop and maintain project financial models and structuring options.

    Review financial models and project financial information submitted by SNEL, ANSER, UCM, developers, advisers and development partners, testing assumptions and flagging inconsistencies, challenges and risks.

    • Prepare concise model review and bankability notes for priority projects, covering financial viability, key risks, missing information, mitigation options and next steps, and develop standard templates for their consistent use.

    • Coordinate specialist modeling or transaction advisory inputs where detailed project-level modeling is required, and support the CDMU in developing and operationalizing its online investor platform

    Investment mobilization and investor engagement

    • Prepare and maintain a targeted investor and development partner engagement list, segmented by DFIs, concessional financiers, commercial lenders, infrastructure funds, impact investors, local financial institutions and foundations.

    • Prepare investor briefs and presentation inputs for priority projects or financing themes, and support investor meetings, roadshows and development partner discussions with briefing notes, issue lists, follow-up trackers and decision points.

    • Conduct structured consultations with DFI equity and debt teams (including IFC, AfDB and PROPARCO), infrastructure funds, impact investors, solar IPP developers and local commercial banks on market perception of the DRC energy sector, investment barriers and the conditions for engagement at scale.

    • Identify opportunities for guarantees, blended finance, results-based finance and local currency financing, and recommend where dedicated facility design support should be mobilized.

    Financing bottleneck resolution and decision support

    • Identify financing-related bottlenecks affecting Compact priorities, such as delayed feasibility studies, missing approvals, unresolved risk allocation, weak project documentation, financing gaps, investor concerns or development partner disbursement conditions.

    • Prepare concise decision briefs for the CDMU Coordinator and, where required, for escalation to the Primature, relevant ministries or development partners, setting out the issue, implications, options, recommendation and decision required.

    • Maintain a financing bottleneck tracker, updated monthly and aligned with CDMU performance reviews.

    Capacity building and handover

    • Provide on-the-job mentoring to CDMU and government counterparts on financial model review, bankability assessment, investment brief preparation and investor engagement follow-up.

    • Deliver at least two practical training sessions per year for the CDMU and counterpart institutions, using live Compact examples where possible.

    • Document templates, trackers, brief formats and handover notes in French, with English versions where required for development partner engagement.

    Deliverables:

    This is a time-based assignment. Specific deliverables, tasks and timelines will be defined prior to contract signature. The deliverables over the period of the assignment will include, but are not limited to:

    • Inception report and workplan, including methodology, stakeholder map, first 90-day priorities and draft templates (within 2 weeks of contract signature)

    • Compact financing coordination tracker (by week 6, then updated monthly)

    • Financing priorities note (by week 8, then updated quarterly)

    • Project financial models (as required)

    • Model review notes (as requested, normally 1-2 per month)

    • Bankability notes and investment briefs (from month 3; 6-10 priority notes in year 1)

    • Investor and development partner engagement tracker, including findings from structured investor consultations (from month 3, then updated monthly)

    • Financing bottleneck and decision briefs (as needed)

    • Quarterly portfolio finance reports, feeding into CDMU reporting to the Primature and Mission 300 partners

    • Capacity building and handover pack (at least two trainings per year)

    • Completion report with recommendations (two weeks before the end of the assignment)

    Essential Criteria:

    • Master's degree in finance, economics, financial engineering, business, infrastructure finance or a related field.

    • At least 15 years of relevant experience in project finance, infrastructure finance, public-private partnerships (PPPs), financial model review, investment mobilization or transaction advisory.

    • Demonstrated experience working with governments, DFIs, development partners, private investors and implementing agencies in complex, multi-stakeholder environments.

    • Demonstrated knowledge of DFI guarantee instruments (such as IDA PRG, MIGA, AfDB AGF and partial credit guarantees).

    • Strong ability to design and review financial models and to explain assumptions, risks and options clearly to non-specialist decision-makers.

    • Experience preparing concise, evidence-based decision briefs on complex financial bottlenecks for senior political officials, such as ministers and the Prime Minister's office.

    • Ability to maintain a real-time, comprehensive view of a complex action plan with dozens of simultaneous milestones, without losing sight of strategic priorities.

    • Experience in Sub-Saharan Africa.

    • Excellent written and spoken English and French.

    Desirable Criteria:

    • Energy sector experience (strongly preferred).

    • Experience in the DRC or Francophone Africa (a strong advantage).

    • Professional working proficiency in English (highly desirable).
