Duties Description The New York State Department of Financial Services seeks to build an equitable, transparent, and resilient financial system that benefits individuals and supports business. Through engagement, data-driven regulation and policy, and operational excellence, the Department and its employees are responsible for empowering consumers and protecting them from financial harm; ensuring the health of the entities we regulate; driving economic growth in New York through responsible innovation; and preserving the stability of the global financial system.

The Department of Financial Services (DFS) is seeking candidates for the position of Financial Services Specialist 2 (Urban Analyst) in the Community Development Unit of the Consumer Examination Unit (CEU). Duties will include, but will not be limited to, the following:

  • Reviews and processes branch openings, closings, and relocation applications;
  • Creates maps associated with bank applications;
  • Communicates with the CRA and Consumer Compliance and Fair Lending Teams when reviewing bank applications for consumer impact;
  • Maintains the Banking Development District (BDD) outcomes database;
  • Assists in developing annual BDD performance data document;
  • Assists in maintaining application tracking tables;
  • Assists in gathering socio-economic data related to BDD inquiries;
  • Researches and maintains community contacts database for CRA examinations' community contact interviews;
  • Researches and analyzes community demographics and the financial services need of consumers and small business;
  • Develops public information material and help arrange Department conferences, presentations and meetings with industry, community groups and other government agencies;
  • Participates in CDU meetings internally and externally with financial institutions and community contacts;
  • Analyzes and processes applications for the establishment of new branches of domestic banking institutions as well as the relocation of existing offices of all banking institutions.
  • Ensures applications are complete and conform with statutory and regulatory requirements;
  • Prepares the CRA evaluation of branch closings and community impact statements;
  • Provides technical assistance to industry, the public and other organized groups;
  • Conducts research in support of other related activities; and
  • Other duties as assigned.

Minimum Qualifications Preferred Qualifications

  • Proficiency in data analytical tools such as: MS Access, MS Excel, MapInfo, ARC GIS
  • Knowledge of Consumer Reinvestment Act regulations and examination requirements
  • Demonstrated strong writing, analytical and communication skills
  • Ability to effectively communicate technical and non-technical information to a variety of audiences

Appointment Method:

Candidates must meet the minimum qualifications listed below in order to be eligible for appointment.

Non-Competitive: Seven (7) years of specialized experience in one (1) of the following:

  • Research, planning, administration, or analyzing community preservation and economic development programs focusing on the preservation, revitalization, and development of low-to-moderate income areas.

Substitutions: an associate degree may substitute for two years of specialized experience; bachelors degree may substitute for four years of specialized experience; masters degree may substitute for five years of specialized experience; J.D. may substitute for six years of specialized experience; Ph.D. may substitute for seven years of specialized experience.

Additional Comments Please note that a change in negotiating unit may affect your salary, insurance and other benefits.

Salary: The starting salary for this position is $86,681 with periodic increases up to $109,650

Positions located within the New York City metropolitan area, as well as Suffolk, Nassau, Rockland, and Westchester Counties, are also eligible to receive an additional $4,000 annual downstate adjustment.
