This unique position will oversee the administration, optimization, and continuous improvement of our organization's enterprise financial systems, including Oracle Financials ERP, Customer Cloud Service (CCS), Juro, Teller, Central Square Naviline, and other related financial technology platforms. Youll play a critical role in ensuring integrity and efficiency and providing leadership in financial applications used to support accounting, procurement, payroll, and reporting functions while maintaining internal control requirements. Youll serve as a primary liaison between Finance, Information Technology, and operational departments to ensure financial systems align with organizational needs, regulatory requirements, and established financial policies. The Financial Enterprise Systems Manager leads system optimization initiatives, supports innovation in financial operations, and promotes the effective use of technology to enhance financial processes, strengthen reporting capabilities, and optimize operational efficiency.

Typical Tasks
Manages and administers enterprise financial systems for business functionality, including Oracle Financials ERP and related finance applications, ensuring reliable business process functionality and alignment with accounting operations and financial reporting requirements; provides leadership in the optimization and continuous improvement of financial systems to support efficient financial operations and improved data integrity;
Develops and implements a comprehensive finance technology and innovation strategy aligned with the department's strategic plan and the organization's overall business objectives;
Serves as a change leader to advance a culture of innovation, process transparency, continuous improvement, and adoption of emerging technologies within the finance function;
Coaches, trains, and mentors staff; develops goals, documents performance, provides performance feedback, and evaluates employees; provides employee recognition; assists staff in achieving performance goals and identifies opportunities for continual growth and development;
Builds and maintains strong working relationships with internal departments, vendors, consultants, and technology partners to support cross-functional collaboration and system integration;
Leads the evaluation, design, and implementation of operational and system improvements across finance operations, including accounting-related changes and associated training initiatives, in alignment with governance processes and in partnership with IT;
Oversees business process support for finance systems, including the design, configuration, modification, and optimization of software solutions; assesses business and technical requirements; manages projects; assigns and evaluates work; and develops staff;
Acts as the organizational champion for the Oracle Financials ERP system by identifying opportunities to improve system utilization, streamline workflows, enhance data accuracy, and integrate with other enterprise systems to reduce manual processes and duplication;
Coordinates automation and system enhancements impacting financial data, collaborates directly with IT on project management and deployment decisions, and ensures effective change management and user adoption;
Defines, measures, and reports key performance indicators that track progress toward innovation and operational goals, including inputs, processes, and outcomes;
Establishes and maintains standardized procedures for department-wide and organization-wide financial processes to ensure efficiency, system integrity, and compliance with applicable regulations, contracts, policies, and standards;
Provides leadership and guidance to cross-departmental initiatives that leverage financial systems to improve data integration, reporting capabilities, and operational efficiency;
Researches industry trends, system capabilities, and best practices related to financial systems and finance technology to support innovation and continuous improvement within the finance function;
Translates business needs from finance and accounting stakeholders into functional specifications for technical teams;
Identifies business transformations required to support new processes and creates change management training and documentation to ensure successful implementations;
Acts as a first responder during releases on Finance topics, ensuring required enhancements are implemented to meet business needs;
Documents system and process flows for finance operations, ensuring accuracy and alignment with downstream systems;
Performs other related duties as assigned.
Knowledge, Skills and Abilities
Thorough knowledge of the theory, principles, methods and practices of governmental accounting; thorough knowledge of the laws, ordinances and regulations governing municipal financial matters including payroll, procurement and utility billing and collection; ability to identify, develop and communicate meaningful reports; ability to resolve conflicts with professionalism and tact; ability to prioritize, develop and oversee the accomplishment of goals and objectives; ability to lead others with comprehensive knowledge of supervisory principles and practices; thorough knowledge of modern office methods, practices and equipment; ability to develop, analyze and evaluate complex financial systems; ability to establish and maintain effective working relationships with others; ability to express technical ideas effectively, orally and in writing.
Physical Requirements
The work in this class is generally sedentary. An employee must be able to talk and hear in order to communicate with staff and others and to perform the tasks listed above. Visual acuity is necessary in order to read and write handwritten and typewritten materials and view a computer terminal.
Minimum and Preferred Qualifications
This position requires any combination of education and experience equivalent to graduation from an accredited college or university with a bachelors degree in finance, business administration, or a closely related field and considerable experience with accounting and financial systems. Must have previous experience supervising personnel to be considered.
