JOB SUMMARY:

The Metropolitan Transportation Authority (MTA) is seeking a Financial Analyst to provide varying levels of support and analysis to the Management and Budget Unit. The Financial Analyst role is responsible for assisting in the development, administration, and oversight of all labor and non-labor categories of the Bridges and Tunnels operating budget.

POSITION AT MTA HEADQUARTERS

The MTA is North Americas largest transportation network, serving a population of 15.3 million people across a 5,000-square-mile travel area surrounding New York City, Long Island, southeastern New York State, and Connecticut. FULL SALARY RANGE:

Level I: $61,444 - $72,964 Level II: $77,050 - $82,347 Level III: $86,700 - $96,313

This position is eligible for teleworking, which is currently one day per week. New hires are eligible to apply 30 days after their effective hire date.

POSITION OBJECTIVE

The Financial Analyst Levels I, II, and III provide varying levels of support and analysis, depending on the level, to the Management and Budget Unit. The Financial Analyst role is responsible for assisting in the development, administration, and oversight of all labor and non-labor categories of the Bridges and Tunnels operating budget.

KEY ACTIVITIES

  • Assisting in the development of the labor expense budget
  • Producing critical headcount and overtime reports
  • Working with departmental budget heads and liaisons on developing their operating and programmatic budgets
  • Coordinating the preparation and delivery of all agency budget submissions to MTA Headquarters
  • Assessing the appropriateness and funding availability for departmental expense requisitions
  • Tracking and analyzing expenses for operating budget development, monthly reporting, and ad hoc analytical projects

RESPONSIBILITIES

  • Develop budgets and projections for future years for the departments of Operations, Maintenance, Law, Revenue Management, and others as needed
  • Track actual expenses for non-labor categories against the budget, investigate differences, and provide variance explanations
  • Undertake economic, revenue, and/or expenditure research projects as needed
  • Contribute to the writing and production of the Year-End Report, Annual Reports, Financial Plan narratives, and other materials
  • Assist in the development and monitoring of the personnel budget, including capital reimbursable hours
  • Other duties as assigned

REQUIRED QUALIFICATIONS

Analyst - Level I

  • Demonstrated proficiency in or ability to learn the Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook
  • Proficiency in and/or ability to learn communication and interpersonal skills
  • Proficiency in and/or ability to learn organizational and presentation skills
  • Proficiency in and/or ability to learn to work with all internal levels within a given organization
  • Proficiency in and/or ability to learn, communicate, and interact well with external agencies
  • Proficiency in and/or ability to learn to complete short- and long-term projects effectively and as efficiently as possible
  • Proficiency in and/or ability to learn analytical and/or quantitative skills

Analyst - Level II

  • Demonstrated proficiency in or ability to learn the Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook
  • Knowledge of Multidimensional Database Management systems, such as Hyperion Essbase or related systems
  • Must possess excellent communication and interpersonal skills
  • Must have demonstrated ability to learn organizational and presentation skills
  • Must be able to work with all internal levels within a given organization
  • Must possess the ability to communicate and interact well with external agencies
  • Must possess ability to complete short- and long-term projects effectively and as efficiently as possible
  • Must possess analytical and/or quantitative skills

Analyst - Level III

  • Demonstrated proficiency in or ability to learn the Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook

REQUIRED EDUCATION AND EXPERIENCE

Analyst - Level I

  • Bachelor's degree in business, Transportation, Public Policy or a related field or an equivalent combination of education and experience from an accredited college may be considered in lieu of a degree
  • Minimum 2 years of related experience

Analyst - Level II

  • Bachelor's degree in business, Transportation, Public Policy, or a related field, or an equivalent combination of education and experience from an accredited college may be considered in lieu of a degree
  • Minimum 4 years of related experience

Analyst - Level III

  • Bachelor's degree in Business, Transportation, Public Policy, or a related field, or an equivalent combination of education and experience from an accredited college, may be considered in lieu of a degree
  • Minimum 4 years of related experience

PREFERRED QUALIFICATIONS

  • Knowledge of Multidimensional Database Management systems, such as Hyperion Essbase
  • Master's degree in a related field
  • Familiarity with the MTA's policies and procedures
  • Familiarity with the New York City Subway System and its operations
