The ideal candidate will have experience supporting Working Capital Funds, revolving funds, federal billing processes, cost accounting, financial systems, and data-driven reporting solutions.The successful candidate will work closely with financial managers, program offices, IT stakeholders, and government leadership to analyze financial data, improve reporting capabilities, support audit readiness, and enhance financial operations.This role requires candidates with hands-on federal financial management experience, including experience with financial systems, reporting tools, reconciliations, and implementation support, not solely advisory or assessment experience.Key ResponsibilitiesSupport federal IT Financial Management and Working Capital Fund (WCF) operations through financial analysis, reporting, and process improvement.Perform financial analysis related to:Cost allocationRate developmentBudget executionSpending trendsResource utilizationFinancial forecastingSupport development, maintenance, and validation of cost models and financial management reports.Analyze financial data to identify trends, discrepancies, risks, and opportunities for improvement.Support federal billing activities, including:Customer billingInteragency agreementsG-Invoicing transactionsAdvancesDrawdownsReconciliationsPrepare financial reports, dashboards, and executive-level presentations.Support Working Capital Fund and revolving fund financial operations.Perform financial reconciliation activities to ensure data accuracy and completeness.Support audit readiness activities, including:Documentation reviewsInternal controls testingCorrective action trackingFinancial process reviewsAssist with developing and improving financial management procedures, SOPs, and process documentation.Support integration and validation of financial data across enterprise systems.Collaborate with financial managers, program managers, analysts, and technical teams to resolve financial data issues.Support reporting automation and dashboard development using financial analytics tools.Document business processes and recommend improvements to increase efficiency and transparencyRequired QualificationsBachelor's degree in Finance, Accounting, Economics, Business Administration, Information Systems, or related discipline.Minimum of 5 years of federal financial management, budget, accounting, or financial analysis experience.Experience supporting federal financial operations, reporting, or financial systems.Experience analyzing financial data, preparing reports, and developing recommendations.Experience supporting one or more of the following:Working Capital Funds (WCF)Revolving fundsCost accountingCost allocationRate developmentChargeback modelsFinancial reconciliationExperience supporting federal financial processes, including:BillingAdvancesDrawdownsInteragency agreementsAbility to analyze complex financial information and communicate findings clearly.Experience developing financial documentation, procedures, or process improvements.Preferred QualificationsExperience supporting federal IT financial management organizations.Experience supporting Working Capital Fund rate models or cost recovery programs.Knowledge of federal accounting standards, including:SFFAS 4 – Managerial Cost Accounting StandardsSFFAS 10 – Accounting for Internal Use SoftwareExperience with federal financial management systems, including:DelphiPRISMOracle EPMOracle IMPACTServiceNowExperience developing dashboards and analytics using:Power BISQLPower AutomateExperience supporting financial systems implementation or integration projects.Experience supporting federal audits and internal control reviews.Certifications such as:CGFMCPACMAPMPFAC-C/FAC-PMAalis Management Consulting is an Equal Opportunity/Affirmative Action Employer.
