Summary
Provides financial aid systems support functions and analysis of data to support operations, needs assessment, and awarding; assists in the design and maintenance of business processes to meet end user requirements and federal, State, District, local, and department regulatory mandates, rules, regulations, policies, and procedures; sets up systems and data queries, and maintains production schedule and testing plans. Serves as first level help desk support for financial aid systems; provides training and support and serves as lead worker to other classified staff in the area
Distinguishing Career Features
This is a professional-level classification that provides system application, testing, reporting, and analysis activities. Incumbents exercise a high level of discretion and independent judgment in performing the full range of routine and complex assignments. Successful performance of the work requires knowledge of database applications and basic knowledge of the District's information systems infrastructure.
Essential Duties and Responsibilities
Specific duties may vary among departments, divisions and jobs. Incumbents typically perform a substantial portion or all of the following types of duties, as assigned:
Provides technical and systems support to Student Financial Aid staff; develops, documents, and maintains practices and processes for operations and system processing.
Develops new technical processes, systems, and data query analysis to benefit financial aid students and staff.
Collaborates with District IT staff and FA Systems Specialists at the other Colleges to validate, verify and test all software and database upgrades to the Student Financial Aid systems, and performs related troubleshooting and testing of new functions.
Plans and supports the development, implementation and testing of system enhancements and new systems. Works with District IT and the other FA Systems Specialists to customize, maintain and implement the annual set up and rule writing procedures for Student Financial Aid applications, which includes but is not limited to disbursement rules, System Applications Products (SAP) calculations rules and packaging, etc.
Develops and conducts routine tests to ensure the Student Financial Aid software systems are in working condition and complies with the various reporting agency requirements.
Identifies operational needs to improve processes; recommends changes for increased efficiency and effectiveness in office operations, and to ensure State and federal data reporting requirements are met.
Documents existing system processes, including workflow processes and procedures.
Collaborates with Student Financial Aid staff to gather requirements for system improvements to work toward automation possibilities and data consistency.
Develops quality assurance protocols and analysis to ensure that delivered solutions meet the needs of the Student Financial Aid Office as detailed in the system requirements.
Develops, schedules and implements training for Student Financial Aid staff on technology applications.
Interacts with technology vendors and works with various departments on Campus/District to ensure effective delivery of vendor services to the Student Financial Aid Office (i.e. Ellucian, PowerFAIDS, etc.).
Tests new releases of software, reports, data integration processes and other related technical system upgrades.
Recommends and implements process improvement, develops documentation designed to improve operational effectiveness for District and College use.
Represents Student Financial Aid at professional organizations or associations; serves on College and District-wide committees as required.
Provides support to other technical users in diagnosing and resolving problems associated with Student Financial Aid software; trains Student Financial Aid staff in the use of software applications.
Troubleshoots, updates, modifies, and analyzes data and information systems to ensure compliance with regulatory needs and changes and operational efficiencies. Communicates with personnel and various outside agencies as needed to exchange information and revolve issues and concerns.
Responsible for executing, testing, and recommending system reports and assist District IT in developing new reports in Argos or other related reporting tools.
Performs other related duties as assigned that support the objective of the position.

Physical Abilities
Minimum Qualifications: Education, Experience, D.E.I.A
An Associate's degree from an accredited institution. Six years of experience with Student Financial Aid office providing complex analysis of student financial aid needs within a higher education environment OR six years working with complex data systems, coordinating computer operations, networks and software applications in a production environment. Or, any combination of education and experience which would provide the required equivalent qualifications for the position. Bachelors Degree preferred.

Conditions of Employment
This is an IN-HOUSE ONLY full-time classified, 40 hour per week, 12-month per year position. The normal hours of work are Monday through Friday from 8am to 5pm. The effective date of employment will be arranged with the supervisor.

The District provides Life and Accidental Death & Dismemberment insurance benefits, underwritten by VOYA. This district-paid benefit is equal to one time your annual salary and remains in effect until age 70. At age 70, your benefit is reduced to half.

Coast Community College District provides both a short-term disability benefit and long-term disability benefit to employees working 20 or more hours per week who are unable to work because of disability due to illness, injury, or maternity.

Sabbatical Leaves

Academic Senate
The Academic Senate is the governing body at each of our colleges for making recommendations to administration and to our Board of Trustees with respect to academic and professional matters. Time to Refuel
Vacation - Classified employees earn vacation days commensurate with years of service. Confidential, Educational Administrators, and Classified Managers earn 22 days of vacation each fiscal year. Accrued vacation is prorated for all employee categories working less than full-time.
Sick Leave - All contract employees earn sick leave as outlined in the CA Education Code. Sick leave may be carried over from year-to-year and, upon retirement, unused sick leave may contribute to your CalPERS or CalSTRS retirement pension benefit.
Holidays - The Coast Community College District observes 22 paid holidays per year.
Jury Duty, Bereavement, Military Leave - Coast Community College District grants contract employees called to jury duty a leave of absence, without loss of pay, for the entire length of required service. Other available leaves include bereavement from 3-5 days and military leaves of absence in accordance with applicable state laws.
Great Expectations
Pension Plans - The Coast Community College District participates in the California State Teachers Retirement System (CalSTRS) and the California Public Employees Retirement System (CalPERS) for contract employees. Non-contract employees participate in the Public Agency Retirement Services (PARS) plan for the first 1,000 hours of their employment.
Medical Benefits After Retirement - It is the policy of the Coast Community College District that contract employees, who retire from the District at age 60 or older and with fifteen or more years of service, be afforded the same group insurance benefits until 70 years of age. A Medicare Supplement plan is available to retirees and their spouses after age 70.
Annuities - The Coast Community College District maintains a program whereby qualified employees may request through Payroll to have a portion of their salary deposited to a 403b tax-sheltered annuity plan or an approved 457 deferred compensation plan.
