Position Summary

The Finance Manager is a key member of the Skagit Conservation District (SCD) team, responsible for ensuring strong financial stewardship, organizational efficiency, and high-quality administrative operations. This role maintains and coordinates the Districts financial functions in accordance with Washington State law and the policies of the Conservation District Board of Supervisors and works under the supervision of the Board and the District Manager to support SCD in achieving its conservation mission across Skagit County.

About Skagit Conservation District

Skagit Conservation District is a non-regulatory local government agency that empowers Skagit County landowners, students, and communities to practice voluntary natural resource stewardship. SCD programs span agricultural conservation, forest health, water quality, riparian restoration, and environmental education, connecting people to the resources and knowledge they need to care for the land and water of the Skagit watershed.

Duties

Primary Responsibilities

Accounting & Financial Management (70%)

  • Maintain accurate accounting records and systems using accepted governmental financial practices for restricted fund management and BARS accounting, including thorough understanding of GAAP principles.
  • Prepare monthly and annual financial statements, cash flow reports, and budget-to-actual reports for the Manager and Board of Supervisors.
  • Manage bank and credit card reconciliations and required tax filings.
  • Manage accounts payable, accounts receivable, deposits, credit card reconciliations, purchase orders, and expense reimbursements.
  • Manage the purchase order and invoice approval process and post bills and payments in the Districts accounting system.
  • Process vendor payments and serve as the primary point of contact for vendor communications.
  • Maintain organized documentation of grant invoices and related expenses.
  • Collect and maintain required tax documentation from vendors and contractors.
  • Prepare and submit timely reimbursement requests for all current District grants.
  • Post accounts receivable, record incoming payments, and maintain grant budget tracking.
  • Support the Manager in developing, monitoring, and reporting on the annual District budget, and coordinate the 3-year and annual financial review or audit with external partners.
  • Ensure compliance with State Auditors Office and Washington State Conservation Commission (WSCC) financial requirements and grant specific reporting.
  • Maintain records in accordance with District procedures and state retention requirements.

Payroll (20%)

  • Process biweekly payroll accurately and on schedule, including verifying timesheets and administering employee leave and benefit programs.
  • Calculate and remit required payroll taxes and prepare year-end tax documents for employees.
  • Track payroll costs, retirement contributions, and staff leave balances.

Grant Contract Administration (10%)

  • Maintain organized documentation for all grant, financial contracts, equipment, assets, and insurance and ensure billing requirements are met for each funding source.
  • Track restricted/unrestricted funds and support grant managers with budget monitoring, match documentation, and financial reporting.
  • Maintain federal indirect rate via approved NICRA.

Qualifications

Required Qualifications

  • Bachelors degree in accounting, business administration, public administration, finance, or a related field, or equivalent professional experience and associates degree.
  • Three or more years of experience in financial management, accounting, or administrative operations, including knowledge of restricted fund management and complex budgeting.
  • Strong knowledge of nonprofit or governmental accounting principles.
  • Proficiency with accounting and payroll software (e.g., Blackbaud Financial Edge, QuickBooks) and Microsoft Office and the ability to learn new software and solve technological problems.
  • Excellent organizational skills, attention to detail, and ability to manage multiple priorities and due dates.
  • Strong written and verbal communication skills.
  • Ability to maintain confidentiality, integrity, and sound judgment.

Desired Qualifications

  • Experience with grants and contract management.
  • Familiarity with Washington State Conservation Districts or other public special-purpose districts.
  • Knowledge of state and federal grant compliance standards.
  • Proactive, critical, and strategic thinker who will own the responsibilities associated with grant and financial administration.

Retirement and Deferred Compensation

State Employees are members of the Washington Public Employees Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Holidays

Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave

Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)

Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave

Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave

Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
