Position Summary

Target Hiring Range: $106,323.16 - $118,136.84

The Finance Manager oversees the Citys treasury operations, debt management, capital asset administration, strategic financial functions, and the City's Utility Billing operation. This position provides high-level financial expertise in cash management, investment portfolios, debt issuance, and capital finance while supervising the Utility Billing Specialist. The Finance Manager ensures compliance with governmental accounting standards and state regulations while supporting the Finance Directors strategic objectives through macro-level oversight of complex financial operations.

Essential Job Functions

Strategic Capital Coordination and Project Management (30%)

  • Coordinates debt service fund draws and project reimbursements to mitigate arbitrage issues and maintain compliance with federal tax requirements
  • Manages strategic capital planning initiatives including coordination with departments on multi-year capital improvement planning
  • Ensures comprehensive capital project fund reconciliation and maintains accurate project accounting across all active capital initiatives
  • Oversees capital asset inventory management and ensures proper classification and reporting for financial statement preparation
  • Coordinates with Finance Director and Deputy Finance Director on capital financing strategies and long-term capital investment planning
  • Assists Budget Manager with capital budget preparation, debt service calculations, and long-term financial planning components of the annual budget process

Strategic Financial Operations (25%)

  • Provides strategic oversight of utility billing operations, ensuring system integrity, revenue optimization, and customer service excellence
  • Develops and maintains comprehensive business process documentation with annual reviews for continuous improvement
  • Prepares complex financial analyses, policy recommendations, and strategic planning support for senior leadership

Supervision and Leadership (20%)

  • Provides direct supervision to Utility Billing Specialist, including performance management and professional development
  • Establishes performance objectives, conducts regular performance evaluations, and provides coaching and mentoring
  • Leads cross-functional project teams and coordinates with other division managers on department-wide initiatives
  • Ensures effective internal controls, risk management practices, and compliance with policies and procedures across supervised functions

Treasury Operations Coordination (15%)

  • Inputs investment-related journal entries and coordinates with outsourced treasury services
  • Provides strategic input on investment purchase recommendations and portfolio optimization decisions
  • Coordinates quarterly investment committee meetings and prepares associated documentation and reports
  • Reviews investment performance reports and ensures compliance with adopted investment policy
  • Manages banking relationships and coordinates on cash management and collateral requirements

Debt Management and Administration (10%)

  • Coordinates debt service payment schedules and maintains compliance with bond covenants and continuing disclosure obligations
  • Assists with debt issuance processes including coordination with Bond Counsel, Financial Advisor, and rating agencies
  • Maintains comprehensive debt management records and prepares annual debt reports for state reporting requirements
  • Monitors debt capacity and provides analysis for strategic debt planning initiatives

Education and Experience

  • Bachelor's Degree in Finance, Accounting or a related field. A Master's degree is preferred.
  • 5 years of directly related experience is required (7 years is preferred), with at least 3 years as a supervisor leading finance teams.

Employment is conditional upon successful completion of a criminal background.

Knowledge, Skills and Abilities

  • Knowledge of preparation of the Annual Comprehensive Financial Report.
  • Knowledge of business processes and internal controls for cash management, debt management, accounts payable, accounts receivable, fixed assets, procurement, and budgeting.
  • Knowledge of city policies and procedures, and skills to make business process procedural improvements.
  • Skill in managing deposits, investments, for cash flow while maximizing interest earnings, and maintaining contract relationships with providers.
  • Skill in using general ledger, payroll, utility billing, and budget software, Word and Excel.

Licenses and Certificates

  • Certified Government Finance Officer required.
  • Certified Public Accountant preferred.
