Reports to the Office Manager and Property Assessor.ESSENTIAL FUNCTIONSThe following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required or assigned.Review: The Field Appraiser's (FA) primary function is to review properties as assigned by the Office Manager or the Property Assessor. The FA's are to review properties with an on-site inspection of both vacant land and improved properties. The FA's are to talk to property owners when necessary to obtain correct property information. Conversations with property owners should present the office in a friendly and professional manner. The FA shall verify all sales when a property has recently sold. The front door should be knocked prior to walking around the home on all property being reviewed. The FA's should change, add, measure, or delete all features when necessary to ensure that a property is properly appraised.New Construction: The FA's shall measure and list any new construction not shown on the property record cards (PRC).Farmland: The FA's shall visually inspect the amount and type of cleared and wooded land on each parcel. The FA's should use property record cards and mapping to obtain information for review.Classify property: The FA's shall ensure that all property is classified correctly according to its use as residential, farm, commercial, or industrial.Street, road names addresses, and house numbers: The FA's shall obtain correct house numbers, street and road names, and addresses to place on PRC's while doing review inspections.Records: The FA's shall keep a copy of each map that is being reviewed. Each PRC should be identified with proper and correct information when finished. The FA shall ensure that every parcel on each map has been reviewed and that none are overlooked during the review process. The FA shall present to the Office manager for approval all completed PRCs that have been reviewed. Upon completion of an entire map, the FA shall present the completed map to the OM for approval. Any parcels with a locked gate shall be identified on the PRC and given to the OM for future attempts to obtain access to the locked property.Keypunch: The FA's shall prepare the property record cards for the keypunch of all changes. The changes should be written on the PRC in a manner that is clearly legible and understood by the administrative assistants to allow for accurate keypunching of the data. The office manager may require FA's to keypunch their review work at various times as deemed necessary. Technology and methods are constantly updated and the field appraiser may be required to use tablets or other devices to record property data in the future.Special assignments: The FA's shall complete any specially assigned review projects when directed to do so by the office manager or the Assessor.Counter/telephone: The FA's shall answer telephones or work the public counter anytime while in the office. The FA's are to answer the public's questions and/or route the questions to the proper personnel.Workload requirement(s) and weather can mandate that FA's be requested to remain in the office for extended periods. This is especially required during and leading up to reappraisal years. Field appraisers will be required to do various duties while in the office up to and including key punch entry of data and any other assignments as required by the Assessor or Office Manager.Under no circumstances shall an employee use a county vehicle for personal reasons. The county vehicle is to only be used for the intended purpose of field inspection. This includes but is not limited to driving out of the assigned work area, running personal errands, shopping, hauling goods, or visiting friends or relatives. Violation of this policy could result in immediate termination.A County vehicle is not to be driven to the employee's home for lunch or otherwise used for any purpose other than field inspections.All Property Assessor vehicles are equipped with a GPS monitoring device. The device measures all aspects of the vehicle while sitting and while in motion. All state and federal driving regulations shall be followed while in the Assessor vehicles. "NO SMOKING" is allowed in the Property Assessor's Office vehicles and every effort should be made to keep the vehicle in a clean and presentable manner.The aforementioned rules and regulations for field appraisers can be updated, amended, or changed at any time for any reason as determined by the Assessor.MINIMUM QUALIFICATIONSHigh school diploma or GED, preferably supplemented by three (3) to five (5) years of previous experience and/or training that includes office environment responsibilities; or any equivalent combination of education, training, and experience that provides the requisite knowledge, skills, and abilities for this job. Experience involving property appraisal, property assessment, construction cost estimation, real estate, architecture, personal/business property valuation, or a related field preferred.
