Project Overview:

Bechtel has been appointed by The Santa Clara Valley Transportation Authority (VTA) to provide Construction Management Services for Phase II (BSVII) of The BART Silicon Valley Program. The Program further extends the BART system from the Berryessa Station in north San Jose, through downtown San Jose, and continuing to Santa Clara University. This landmark project is a six mile, four-station extension, linking the Phase I terminus at the Berryessa/North San Jose BART station to the Santa Clara Station in the City of Santa Clara. BSVII is planned to include a 54-foot single-bore tunnel, three underground stations, one at-grade station and a maintenance facility.

Job Summary:

The Field Engineer - Labor, Equipment and Materials (LEM) reports to the CP2 Assistant Resident Engineer - Cost Verification and is responsible for the contemporaneous field verification, documentation, and substantiation of Reimbursable Direct Costs associated with labor, equipment, and materials.

The role is full-time and site-based at the Newhall Yard and West Portal construction site. The Field Engineer serves as the primary point of field-based cost reporting and tracking, ensuring that all reimbursable work is:

  • Accurately measured and recorded contemporaneously
  • Supported by auditable documentation
  • Aligned with contract requirements for allowable costs
  • Correlated with physical progress and production

The Field Engineer plays a critical role in supporting:

  • Daily cost capture
  • Progress payment validation
  • Productivity and efficiency assessments

The position requires close coordination with the Contractor, Resident Engineer team and the Contracts and Project Controls teams.

Major Responsibilities:

  • Collects and maintains daily field records of labor, equipment, and materials deployed in the Work. Ensures all records are complete, accurate and contemporaneous and traceable to Daily Shift Reports, measurements, and supporting documentation for audit purposes
  • Verifies labor classifications, crew sizes, hours worked,
  • Verifies equipment type, ownership category (owned/rented), and utilization status including verification of operating hours, standby time, and consistency with claimed reimbursable hours
  • Verifies materials delivered, installed, or consumed supported by delivery tickets, invoices, and installation records.
  • Ensures all resources are physically observed performing the work and relate directly to reimbursable work scope
  • Documents idle time, standby and inefficiencies, disruptions, rework or out of sequence work.
  • Identifies non-reimbursable costs, misclassified or unsupported costs.
  • Measure and verify installed quantities and percentage complete.
  • Support the Contract Admin team in the review of Contractor payment applications by providing substantiated field records, quantity verification, and resource validation to support or challenge Contractor payment applications

Education and Experience Requirements:

  • Level-I: Requires bachelor''s degree (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experience in lieu of degree.
  • Level-II: Requires bachelor''s degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experience in lieu of degree
  • Preferable to have prior construction and engineering experience on large scale infrastructure projects.

Required Knowledge and Skills:

  • Demonstrated technical writing, data management, verbal communication, presentation, and teaching skills.
  • Ability to proactively act upon and solve construction and contract issues.
  • Ability to read and interpret contract documents, construction plans, and specifications.
  • Ability to work independently with minimal supervision.
  • Strong time management skills and excellent attention to detail.
  • Ability to work in a fast-paced collaborative environment.
  • Able to obtain a valid California Class C driver's license within 60 days of starting on the project.
