    Description

    AvantGarde, LLC (AG) seeks a full-time Federal Personnel Processing Specialist to support the U.S. Department of Health and Human Services (HHS) by providing personnel processing, payroll, records management, and HR data quality services. The incumbent serves as a subject matter expert in federal personnel actions, payroll administration, records management, and HR systems, ensuring compliance with applicable laws, regulations, and agency policies. This is a telework-approved position that supports HHS human resources operations and mission requirements.

     

    ESSENTIAL DUTIES AND RESPONSIBILITIES

    · Process, validate, and audit a full range of federal personnel actions, including appointments, promotions, reassignments, pay actions, corrections, transfers, and separations to ensure compliance with applicable laws, regulations, and agency policies.

    · Administer personnel records management activities, including maintenance of eOPFs, position and organizational data, records audits, data reconciliations, and corrective actions to ensure accuracy and integrity of HR information.

    · Process and review payroll and compensation actions, including pay setting, premium pay, leave-related transactions, allowances, service credit determinations, Service Computation Date (SCD) calculations, retroactive adjustments, and other compensation-related activities.

    · Conduct quality assurance reviews and resolve personnel, payroll, and records management discrepancies while ensuring compliance, data accuracy, and consistency across HR and payroll systems.

    · Administer employee debt management programs, including debt establishment, repayment agreements, salary offset actions, waiver support, and related case processing activities.

    · Provide technical guidance and customer support to managers, employees, and HR staff on personnel processing, payroll administration, records management, compensation programs, and regulatory requirements.

    · Utilize agency HR, payroll, records management, and case management systems, including EHCM, DCPS, eOPF, and ServiceNow, to track workloads, process actions, generate reports, and maintain case documentation.

    · Develop and maintain standard operating procedures (SOPs), training materials, reports, and process improvement initiatives that enhance operational effectiveness and customer service.



    QUALIFICATIONS, KNOWLEDGE AND SKILLS

    · Bachelor's degree in Human Resources, Business Administration, Public Administration, or a related field preferred. Minimum of twelve (12) years of progressively responsible experience supporting Federal personnel processing, payroll, records management, or Human Resources operations is required; education-to-experience equivalency may be considered.

    · Extensive knowledge of Federal personnel laws, regulations, policies, and procedures, including Title 5, payroll administration, compensation programs, personnel processing, records management, leave administration, and service credit determinations.

    · Demonstrated experience processing and reviewing a wide range of Federal personnel and payroll actions, including pay setting, premium pay, leave-related actions, Service Computation Date (SCD) calculations, debt management activities, and retroactive personnel transactions.

    · Experience conducting quality assurance reviews, records audits, data reconciliations, and problem resolution activities to ensure compliance, accuracy, and integrity of HR and payroll data.

    · Demonstrated ability to manage a high volume of work in a dynamic environment, effectively prioritize competing assignments, multitask across multiple projects, and meet established deadlines while maintaining exceptional accuracy, quality, and customer service.

    · Strong analytical, research, and problem-solving skills with exceptional attention to detail and the ability to independently resolve complex personnel and payroll issues.

    · Excellent verbal, written, and customer service skills, with the ability to effectively communicate technical HR information to employees, managers, and stakeholders.

    · Experience using Federal human resources, payroll, retirement, benefits, records management, and case management systems, including EHCM, DCPS, eOPF, ServiceNow, ORA, GRB Platform, FHR Navigator, DFAS, EWITS, DPRW, and similar automated systems.

    · Ability to obtain and maintain a Federal Public Trust clearance or other required background investigation.

     

    Other Specifications:

    · Work in a primarily sedentary telework environment and effectively utilize standard office technology, virtual collaboration platforms, and agency-provided systems.
