Federal Customer Program Manager

Summary

The Federal Customer Program Manager leads the end-to-end delivery of complex IT programs for Federal customers, spanning hardware, software, services, facilities, security, and supply chain. This role has a strong focus on hardware configuration and fulfillment, supply chain planning, and order management, ensuring all contractual, technical, and regulatory requirements are met while delivering on time and on budget.

They oversee solution build, integration, testing, deployment, and operational handoff; manage contract deliverables and records; capture lessons learned; and identify follow-on needs and new business opportunities in partnership with the Account Team.

Key Responsibilities

• Lead overall program strategy, scope, and delivery plan for multi-LOB IT solutions, ensuring hardware configuration, fulfillment, and deployment are clearly defined and executed.

• Manage and develop the program team, providing oversight of day-to-day engineering, administrative, and logistics activities.

• Run program governance (steering committees, working groups) and maintain integrated plans, milestones, and dependencies.

• Coordinate across engineering, services, facilities, security, finance, sales, supply chain, manufacturing, and order management to align deliverables and timelines.

• Own scope, schedule, and budget, including forecasting, cost tracking, and managing changes to protect margins and outcomes.

• Identify and mitigate program risks and dependencies, with particular focus on supply chain constraints, component availability, and logistics.

• Serve as primary point of contact for internal and external stakeholders; provide clear executive-ready status reporting and manage customer expectations.

• Oversee build, integration, testing, and deployment activities, ensuring hardware and services are delivered in accordance with specifications and contract requirements.

• Ensure all contract deliverables (including CDRLs) are compliant, submitted on time, and fully traceable to delivered hardware and documentation, with proper document control and records management.

• Capture and apply lessons learned and best practices to drive continuous improvement across engagements.

• Identify follow-on customer needs and new business opportunities and collaborate with the Account Team on pipeline and capture activities.

Qualifications

• Bachelor's degree in Engineering, Computer Science, Information Systems, Business, or related field; advanced degree a plus.

• 8-12 years of experience in program or project management delivering complex IT infrastructure or solutions, ideally for Federal or public sector customers.

• Demonstrated experience leading cross-functional programs involving hardware, software, services, and logistics/supply chain.

• Strong understanding of Federal environments, including contracts, CDRLs, and relevant security/compliance requirements.

• Proven track record managing multi-million-dollar programs, executive stakeholders, and aggressive timelines.

• Excellent communication, stakeholder management, and executive reporting skills.

• Relevant certifications (e.g., PMP, PgMP, SAFe, ITIL) preferred.
