Description

NATURE OF WORK: The Social Services Director is responsible for the administration of theSocial Services division and for implementing Nisqually Tribal Codes Title 50-Nisqually YouthCode and Title 51 - Adult Guardianship. This position provides leadership and strategic directionfor Social Services programs and staff. This position has overall responsibility for ensuring thegoals and objectives of the Social Services programs serving the Nisqually community are met.DUTIES AND RESPONSIBILITIES:Responsible for overall management and supervision of the Social Services division.Set mission and vision for the division in order to support Tribal priorities.Establish and ensure short and long term objectives and goals for the division are met.Ensure efficient and effective utilization of personnel, funds, materials, facilities, and time.Develop, implement, and maintain organizational policies, procedures, and practices.Monitor program deliverables, perform program audits, and implement corrective actionplans.Assure consistent interpretation and application of laws, rules, policies, and procedures.Lead, manage, and develop subordinate program managers; ensure appropriate trainingand development of division staff.Develop performance measures and procedures and evaluate the performance of SocialServices programs.Lead the development and management program budgets, funding sources, and workplans to ensure fiscal responsibility and budget accountability.Oversee the development, preparation, and submission of contract and grantsapplications.Lead and develop administrative processes and procedures for grant and other fundingopportunities.Determine grant compliance requirements; coordinate with other agencies to establish andmaintain grant eligibility.Represent the division to the Nisqually community; facilitate communication and maintaineffective working relationships between the division and Tribal Administrators, committees,staff, the public, and outside agencies.Provide status reports on significant activities and programs; advise Tribal Administratorson requirements or recommended actions.Perform other duties as assigned.KNOWLEDGE, SKILLS AND ABILITIES:Knowledge of tribal laws, rules, policies, and procedures.Knowledge of management principles and methods.Knowledge of human resource management.Knowledge of project management.Knowledge of program planning, coordination, contracting, budget and grant preparation,implementation, monitoring and evaluation.Knowledge of budgeting processes and effective budget management practices.Knowledge of social and health services resources available in the community.Knowledge of case management practices and procedures.Skill in problem solving and conflict resolution.Skill in developing and maintaining effective working relationships.Skill in negotiating competing interests.Skill in the use of common office equipment such as a personal computer, fax, and multilinephone.Ability to communicate effectively both orally and in writing.Ability to establish and maintain effective working relationships with Tribal Administrators,committees, staff, the public, and outside agencies.Ability to plan, establish goals and objectives, and implement department policies andprocedures.Ability to develop and write contracts and grants.Ability to effectively coordinate, perform and complete multiple duties and assignments.Ability to maintain a high level of confidentiality.Ability to motivate, manage, and supervise.Ability to effectively lead staff to achieve goals and objectives.MINIMUM QUALIFICATIONS:Master's degree in Social Work or a related field OR a comparable amount of experienceand/or education.Six years of professional level experience in a Tribal Social Services program that includesexperience with Indian Child Welfare (ICW), Adult Social Services, and Elders servicesand two years of program management experience.Must have experience leading, managing, and supervising staff.Must have experience managing and developing programs and budgets.Must have a valid driver's license and be insurable under the Tribe's insurance policy.In accordance with Tribal policy, individuals who are employed in or are being consideredfor employment in positions that will have regular contact with or control over children oradults-at-risk are required to submit to a character investigation which includes providing asigned declaration of all pending and prior criminal arrests and charges, state and nationalbackground checks, fingerprint records check, personal and employment references andverification of other information provided by the applicant. Background Check:I authorize Nisqually Indian Tribe or its designated third-party agency to conduct a background investigation, which may include verification of past employment, education, criminal history, and other relevant records.Drug Screening:I understand that I will be required to undergo a drug screening test as a condition of employment (or engagement). A positive result, refusal to test, or tampering with the test may result in disqualification or termination of employment.
