Purpose
Provide project-management support for facilities, with emphasis on facility operations, sustainment, repair, and alteration work as well as construction projects that keep USBP and AMO sites mission-ready. The Facility PM works the assigned facility portfolio from requirements through execution and closeout and keeps cost, schedule, risk, and facility data current in Government systems of record.
Minimum qualifications
- Bachelor’s degree
- Five (5) or more years of relevant experience
- Experience in construction project management
- Experience with Government contracting
- Education requirements may be offset by additional relevant experience on a case-by-case basis with Government client and COR approval
Preferred qualifications
- PMP highly desired
- OSHA 10-hour training preferred
- Experience with federal facility operations, maintenance and repair, or building alteration projects
- Experience working with USACE, GSA, and FAA
- Experience with TRIRIGA, SAP, SharePoint, and WMS (or successor systems)
- Experience coordinating with Facility and Infrastructure Managers, Maintenance Supervisors, Work Leaders, and sector customers
Primary responsibilities
- Facility operations management
- Monitor maintenance work on assigned facilities and track completion.
- Assist the Government in developing repair solutions and the task/project documentation needed to execute them.
- Assist with oversight and monitoring of environmental task completion.
- Help ensure permits, warranties, and equipment documentation are accounted for in the appropriate systems of record.
- Interface with customers, executing agencies, the Facility and Infrastructure Manager, Maintenance Supervisor, and Work Leader.
- Coordinate with Corridor Specialists, Facility Operations Specialists, and Mission Support staff on M&R status, funding, and reporting inputs.
- Project management support
- Support assigned facilities construction or alteration projects from initiation through closeout.
- Work with USBP and AMO end users to develop and validate facility project requirements.
- Work with servicing agencies (USACE, FAA, GSA) on assigned projects.
- Perform project planning and development; support real-estate and environmental requirements; provide risk, communications, scope, configuration, budget, and schedule support; and review contract RFPs.
- Keep project and facility data current in SharePoint, SAP, WMS, and TRIRIGA (or replacements), updated at least monthly and before monthly project-review calls.
- Construction management reporting
- Track and report progress of alterations, construction, quality of work, and materials at least every other week.
- Validate conformity with drawings, specifications, and good practices.
- Recommend solutions for problems identified during site visits through written reports and/or oral presentations.
- Prepare a project-specific construction progress trip report for each construction-management site visit.
- Visit each assigned project site at least once per month.
- Quality assurance
- Help develop and implement QA methods, acceptance criteria, milestones, and signatory procedures.
- Support process control, metrics, risk analysis/mitigation, problem reporting, corrective-action follow-up, lessons learned, and monthly quality audits.
- Facility project requirements, alternatives, oversight, and closeout
- Assist with site visits, project evaluations, and development of PRDs, SOWs, or PWSs.
- Coordinate inputs from end user, real estate, environmental, budget, project controls, and A/E partners.
- Review a minimum of three alternatives for Government consideration.
- Provide construction-site oversight and inspection support; submit a trip report for each related trip.
- Review and consolidate closeout documentation (as-builts, O&M manuals, equipment lists, CAD files, and other final records) and support timely financial closeout/deobligation documentation.
- Configuration and risk
- Support configuration/change control; provide cost and schedule-impact estimates for changes; submit change requests in TRIRIGA (or successor).
- Conduct risk activities from inception through closeout using the PMO risk-estimation worksheet; review risks monthly and update the system of record.
- Ensure schedule, risk, cost, and performance data are loaded and current before the monthly project review.
- Acquisition support
- Support procurement timelines, milestones, acquisition documentation, plans, and performance measures for assigned facility work.
- Assist with requirements documents, market research, determinations of findings, analyses of alternatives, and cost-estimating support as assigned.
- Funding management and budget
- Manage, track, and report funding and budget for assigned facility projects and tasks.
- Submit PRRs; track financial actions in SAP; coordinate available, expensed, and obligated funding with servicing-agency partners.
- Track project costs in TRIRIGA (or successor) and update at least monthly.
- Report funding/budget status to the Government monthly.
