Job Responsibilities

Reporting to the Associate Vice President for Facilities Management, the Project Manager plans and oversees the design and construction of new buildings, demolition and renovation projects. Incumbent inspects the work of university contractors to ensure compliance with plans and regulations; prepares specifications for bid on contractual agreements; and coordinates the marking of campus underground utilities.

Project Management

  • Participates in bid openings, evaluation of bid packages, contract negotiations and regularly scheduled construction site meetings.
  • Directs onsite construction work for assigned projects as project manager/owner's representative, consulting with architects/engineers and construction crews to ensure full compliance with designs, plans, specifications, codes and other job-specific requirements.
  • Prepares reports and meets with architects, engineers, contractors/subcontractors, campus users and other stakeholders from initial planning through project completion.
  • Works with contractors, architects, engineers and users to develop punch lists and conducts inspections to ensure punch list items are completed to satisfaction.
  • Coordinates project work with campus users, other project stakeholders and Facilities/EHS staff.
  • Ensures work is completed to the satisfaction of plans, specifications, design intent and users prior to approving payment of partial or final invoices.

Renovations and Repairs

  • Prepares specifications for bids for minor renovation, retrofit and repair projects as assigned, to include hiring a design firm and managing the design process and review/coordination of plans and specifications.
  • Participates in pre-bid, pre-construction and negotiation conferences and conducts site visits.
  • Oversees contractor work, ensuring compliance with specifications and codes.
  • Meets regularly with contractors for progress reports, change orders and problem resolution.
  • Reviews and approves construction documents.
  • Coordinates project work with campus users, other project stakeholders and Facilities/EHS staff.

Underground Utilities

  • Maintains detailed records of all underground utilities and services.
  • Advises university personnel and contractors about underground utilities and services when excavation is required.
  • Uses GIS, existing paper and electronic records plus physical features to identify and mark utilities to SC811 standards in a timely manner and updates records and campus GIS.
  • Serves as the campus point of contact for utility identification/marking.

Construction Documents

  • Coordinates construction document/project paperwork review with OSE, South Carolina Department of Environmental Services, State Fire Marshal and other regulatory agencies as required to ensure compliance with all governing codes and regulations.
  • Files paperwork as needed with OSE and on campus.

Minimum and Additional Requirements

  • Bachelor's degree in engineering, architecture, construction management or related field.
  • Two years of related experience in construction.
  • Valid driver's license.
  • Knowledge of and experience with applicable construction project management and engineering theory and best practices.
  • Knowledge of building codes and regulations.
  • Knowledge of South Carolina OSE and Materials Management Office rules and regulations involving construction contracts, bidding and other procedures, and procurement.
  • Working knowledge of AutoCad and Microsoft Project.
  • Effective organizational and interpersonal skills and the ability to establish and maintain effective working relationships with coworkers, administrators, contractors and the general public.
  • Effective oral and written communication skills, including the ability to write, review and interpret technical reports and read blueprints, plans and construction schematics.
  • Proven ability to multitask and manage multiple concurrent projects.
  • Ability to work in extreme temperatures (hot/cold), lift 50 pounds, and work from ladders or scaffolds above 40 feet.

Preferred Qualifications

  • Experience with South Carolina Office of State Engineer (OSE) project processes, forms and bidding.
  • Proficiency with AutoCad and Microsoft Project.
  • Certified Building Official license.

Additional Comments

Travel/Overtime Requirements: Occasional after-hours and weekend work.

License/Certification: Drivers license required; Certified Building Official license preferred.

Annual Salary/Hiring Range: $74,568 to $82,416; actual salary depends on qualifications.
