Position Summary and Qualifications

Skilled position responsible for technical field and administrative work in the construction, renovation, alteration, maintenance and repair within the Fort Pierce Utilities Authoritys physical facilities. Work requires considerable judgment and is performed under the direct supervision of the Facilities Manager.

(NOTE: There are also secondary functions, which the employee will be required to perform.)

Operates a variety of hand-held power tools, including but not limited to circular and reciprocating saws, drill/screw guns, chainsaws, electrical testing equipment and powder actuated tools.

Assists the Facilities Manager and contractors when planning projects including contract specifications and technical drawings.

Utilizes computer software such as Microsoft Office and facility specific platforms such as CMMS (Computerized Maintenance Management System), Building Automation Systems (BAS, or Building Management Systems (BMS). Must be able to communicate with staff, vendors and contractors as well as to generate bid specifications, reports, and equipment databases.

Assures work is performed in a safe manner and in compliance with FPUAs Safety Program.

Performs highly skilled tasks including analyzing electric powered gates, HVAC equipment, and electrical and mechanical equipment, electrical, plumbing, mechanical and automated building systems.

Communicates directly with contractors, department heads, employees, regulatory agencies, governmental agencies, and the general public orally or in writing, as needed.

Responds to emergencies and takes responsibility for proper remedial measures in situations involving unusual difficulty or danger.

Inspects contractual services for compliance with contract.

Supervises contractors on various projects including HVAC replacements, plumbing repairs, generator maintenance/repair, and overhead door and crane inspection/repair.

Schedules and maintains accurate records for the inspection and maintenance of the fire suppression equipment, fire alarm systems, cranes, and elevators for regulatory compliance.

Schedules, manages, and inspects the work of lawn and grounds maintenance, HVAC system repairs, electrical system repairs, CCTV and security systems and other related services.

Schedules, inspects and verifies the operation and maintenance of the Fort Pierce Utilities Authority's building facilities, grounds and other similar type equipment/facilities.

Keeps time and material records and prepares accurate reports specific to the Facilities Department.

Recommends purchase/rental of needed equipment, materials, and supplies to meet present and future demands of planned projects.

Graduation from an accredited high school or possession of an acceptable equivalency diploma from an accredited institution. Minimum of seven years of recent progressively responsible experience relating to the construction renovation, alteration, maintenance and repair of physical facilities. Basic knowledge and advanced proficiency in computer operation and software applications such as Microsoft Office. Valid Florida Drivers License is required.

Ability to:

  • Plan, lay out, direct, and supervise contractors and temporary employees performing construction and maintenance functions.
  • Ability to use mobile workforce tools and digital maintenance logs to track and report on facility conditions in real time.
  • Knowledge of energy efficiency standards and sustainable building practices in accordance with Florida's evolving climate resilience guidelines.
  • Effectively communicate both verbally and in writing.
  • Configure and manage integrated access control, security alarm, and video surveillance systems.
  • Analyze and repair electrical systems/circuits.
  • Analyze system failures and compile and maintain detailed reports.
  • Communicate effectively (oral and written) and establish and maintain harmonious relationships with department heads, supervisors, customers, other employees, other departments, other governmental and regulatory agencies, and the general public as needed.
  • Understand and follow quickly and accurately brief oral and written instructions on moderately complex matters.
  • Correctly interpret and administer rules, regulations and policies in order to make decisions based on established policies and procedures.
  • Accurately read and interpret as-builts, blue prints, diagrams, sketches, construction plans and specifications, property descriptions, abstracts.
  • Maintain good job-related physical condition and health and sufficient physical strength to perform heavy, manual-type labor encountered in the work area within the limits of sound safety practices.

Knowledge of:

  • The Florida Building Code and OSHA regulations to protect self, employees and the general public
  • National Electrical Code requirements
  • Administrative reporting requirements of federal, state and local regulatory agencies.
  • Practices, methods, heavy equipment, materials, testing equipment, and other industry related tools and equipment associated with the construction, renovation, alteration, maintenance and repair of physical facilities.
  • The occupational hazards, standard safety precautions, safe work methods, and related safety devices associated with the construction and maintenance of physical facilities.
  • Chilled water and air cooled HVAC systems and their operation along with computerized Building Management Systems.
  • Understanding of Energy Management System equipment and the ability to program thermostats.
  • Irrigation systems and their operation.
  • Renovations, alterations and building systems.

HEALTH INSURANCE: Effective for employees and dependents on the first day of the month following completion of 30 days continuous service. FPUA pays most of employee premium and 71% of the dependent premium.

DENTAL INSURANCE - Becomes effective for employees and dependents on the first day of the month following completion of 30 days continuous service. FPUA pays 100% of employee premium and 60% of the dependent premium.

VISION - Becomes effective for employees and dependents on the first day of the month following completion of 30 days continuous service. FPUA pays 100% of employee premium eye care coverage for employees and a portion for their family members, including eye exams, glasses, contact lenses, etc.

LIFE INSURANCE - TERM (EMPLOYEES ONLY) - Life insurance and accidental death and dismemberment policy equal to 1x employees annual salary. Employees may also purchase, on a voluntary basis, additional life insurance through payroll deduction in $10,000 increments up to $100,000.

LONG TERM DISABILITY - Employees out for more than 90 days due to a disabling injury or illness will receive 60% of wage, up to $4,500 per month.
