    Description

    Position Overview

We are seeking a highly skilled Facilities & Infrastructure Construction Manager to act as the primary technical advisor and trusted right-hand partner to the Master Developer/Owner. In this dual-capacity role, you will bridge the gap between high-level development vision and ground-level execution. You will directly oversee the planning, design, and construction of all site-wide infrastructure (roads, utilities, grading, power grids) and core facility assets.

As the Owner’s primary representative, you will protect the developer's financial, legal, and operational interests. You will steer cross-functional teams, manage critical tier-1 contractors, and solve complex development bottlenecks to ensure mega-scale projects are delivered on time and within budget.

    Key Responsibilities

    Owner’s Right-Hand & Strategic Advisory

    • Act as the principal technical advisor to the Master Developer, translating master plan visions into actionable engineering and construction phases.
    • Represent the Owner in high-stakes meetings with municipal leaders, utility executives, legal counsel, and joint-venture partners.
    • Protect the developer’s interests by auditing project health, evaluating construction risks, and vetting master schedules.
    • Lead "Build vs. Buy" and value engineering assessments to optimize infrastructure spend and maximize the project's long-term ROI.

    Infrastructure & Site Development Management

    • Direct all site-wide horizontal infrastructure operations, including heavy civil grading, stormwater management, deep utilities, roadway networks, and grid connectivity.
    • Oversee vertical facility integration, ensuring core building systems align seamlessly with the master site infrastructure.
    • Manage the master project schedule, identifying critical path milestones and proactively mitigating supply chain or construction delays.

    Contractor, Procurement & Financial Oversight

    • Drive the procurement process for Tier-1 General Contractors, civil engineering firms, and specialized infrastructure consultants.
    • Negotiate, structure, and administer complex construction contracts (including EPC, GMP, and Design-Build structures).
    • Supervise budget controls, review monthly pay applications, manage the contingency fund, and rigorously vet change-order requests.

    Regulatory, Permitting & Compliance

    • Navigate local, state, and federal regulatory frameworks to secure master environmental permits, zoning approvals, and utility allocations.
    • Ensure full compliance with safety regulations (OSHA), building codes, and environmental mitigation mandates across the entire master site.

    Required Qualifications & Experience

    Education & Experience

    • Bachelor’s degree in Civil Engineering, Construction Management, Architecture, or a strictly related technical field.
    • 8–12+ years of progressive experience managing large-scale infrastructure, heavy civil, or master-planned commercial development projects.
    • Proven track record working directly in an Owner’s Representative, Project Director, or Chief of Staff capacity for developers or asset owners.

    Technical & Leadership Skills

    • Mastery of infrastructure components: deep utility installation, high-voltage power distribution, structural concrete, and municipal tie-ins.
    • Advanced financial acumen, including proficiency with construction accounting, cost forecasting, and cash-flow management.
    • Exceptional negotiation and conflict-resolution skills to manage disputes between contractors, inspectors, and stakeholders.
    • Proficiency with industry software such as Primavera P6, MS Project, Procore, or AutoCAD.
