This onsite role requires the selected candidate to work from an HHS office in Austin, Texas.
The Executive Operations Management Analyst IV performs highly advanced senior-level organizational analysis, operational research, management studies, and executive operations support for Information Technology Executive Operations (ITEO). This position reports to the CIO Strategic Advisor / Director of Executive Operations.
The role supports the CIO Strategic Advisor / Director of IT Executive Operations by coordinating high-priority assignments, executive review and approval processes, briefing materials, correspondence, and cross-divisional initiatives - advancing IT Executive Operations' mission of Driving IT Excellence through effective organizational processes, coordination, and accountability. Operating with minimal supervision and independence, the position exercises sound judgment in assisting with the management of complex, sensitive and high-visibility matters with organization-wide impact.
ITEO serves as a central coordinating function that assists and enables IT leadership alignment, operational standards, and support across IT and HHS. This position supports that mission by ensuring the timely, accurate, and coordinated execution of executive priorities, improving visibility into major initiatives, and strengthening organizational processes to enable informed decision-making.
Key responsibilities include managing, coordinating, and tracking executive initiatives, priorities, and deliverables; conducting and supporting management studies to evaluate executive operations workflows, intake processes, assignment protocols, workload trends, and request tracking practices; and administering tools such as the IT Approval Tracker to support executive-level approvals. The role also manages, assigns, and coordinates responses to IT media inquiries and open records requests, assists with obtaining approvals for legislative assignments, and Executive Commissioner correspondence assigned to IT to ensure timely, accurate, and compliant responses aligned with executive priorities.
Additionally, the position manages and supports executive review and approval processes, monitors and manages executive operations mailboxes, prepares executive communications and briefing materials for the CIO, and assists and collaborates with IT leadership, HHS partners, and program areas to complete tasks and resolve operational issues. This role advances continuous improvement by coordinating the development and maintenance of standard operating procedures, operations manuals, procedural guidance, and standardized documentation.

Any employment offer is contingent upon available budgeted funds. The offered salary will be determined in accordance with budgetary limits and the requirements of HHSC Human Resources Manual.
Selected candidates must be legally authorized to work in the U.S. without sponsorship.
This is a hybrid position. Selected candidate must work at the North Austin Complex (NAC) building in Austin, TX at least three (3) days a week.
Candidates for this position will be subject to a pre-employment security review to determine employment eligibility.
