Primary Purpose:
Provides leadership and manages the District's special education program. Ensure that services are
provided for special education students and individualized education plans are current to meet the
needs of all students. Warrant compliance with all state, federal, and local requirements.
Qualifications:
Education/Certification:
Doctoral degree preferred
Master's degree in educational administration or related field
Texas Principal Certificate preferred
Certified instructional supervisor and appraiser in T-TESS upon hire
Special Knowledge/Skills:
Ability to evaluate instructional program and teaching effectiveness for special education
students
Knowledge of Admission, Review and Dismissal (ARD) Committee process
Knowledge of federal and state special education law
Ability to communicate with all levels of special needs students and their parents
Ability to implement policy and procedures
Ability to interpret data
Ability to manage budget and personnel
Strong communication, public relations, and interpersonal skills
Experience:
Three years of central office special education leadership experience
Three years as an administrator in the ARD committee meeting
Major Responsibilities and Duties:
Instructional and Program Management
- Oversee the development and delivery of special education curriculum and instructional
programs that incorporate district goals and support student achievement. Ensure that
curriculum renewal is continuous and responsive to student needs.

- Develop and implement an effective special education referral process and ensure that
student assessments and recommendations regarding placement and program management for
individual students are completed in a timely manner.
- Monitor the admission, review, and dismissal (ARD) process districtwide. Ensure that student
progress is evaluated on a systematic basis. Scheduled meetings as needed to ensure that
students are placed appropriately.
- Obtain and use evaluative findings (including student achievement data) to gauge special
education program effectiveness. Make changes when warranted.
- Direct transition services for special education students entering and exiting public school
programs.
- Take an active role in the formulating and implementing contracts for special education
students receiving services outside of the district.
- Monitoring Video /Audio when an incident report form has been submitted after suspecting
allegation in the Special Education classroom per local policy EHBAF.
District Leadership
- Function as an effective team member within the Academics Department and with campus
administrators.
- Promote a positive district climate through effective team building, group dynamics, and
change strategies.
- Participate in development of the district improvement plan.
- Monitor and support campus programs as identified as areas of need based on data.
- Use appropriate conflict resolution skills effectively.
- Provide clear and accurate information related to program and district responsibilities.
- Participate in external organizations and/or programs as related to job assignment.
- Use decision making processes in normal situations as well as difficult circumstances.
- Model ethical standards for staff, colleagues, and community.

Professional Knowledge/Development
- Exhibit knowledge of job role in performance of administrative duties.
- Stay abreast of educational issues and trends by reading and attending conferences and

- Implement policies/regulations established by federal and state laws, state board of education

Personnel Management
- Directly supervise assigned department staff.

dismissal.
Fiscal Management
- Compile budgets and cost estimates based on documented program needs.
- Manage and adjust budgets for assigned departments.
Responsibilities of Position
- Assist in monitoring and training for special education compliance.
- Maintain knowledge in programming for special education students.
- Attend and participate in professional learning for district programs.
- Consult effectively with campus administrators, parents and other staff members.
- Organize and monitor staff and parent communication.
- Schedule training and activities related to special education.

- Collaborate with campus and district administrators for the purpose of implementing and
maintaining services in accordance with programmatic and regulatory requirements.
- Oversee IEP implementation and provide support to campus staff as needed
- Provide projections to HR and provide student staffing ratio recommendations
- Provide oversight for the appropriate use of campus special education staff.
- The employee is expected to adhere to district employee/department/campus handbooks,
board policies, AISD procedures, the Texas Educator's Code of Ethics and all applicable laws.
