The Office of Budget and Personnel is a unit within the Division of Research that supports the Division's vision and mission as related to research growth. The Office of Budget and Personnel provides management and oversight of all Financial and Human Resource initiatives for all units within the Division of Research.

The Executive Director of Budget and Personnel serves as the Division-level budget director, human resources officer/liaison, and Millennial Campus Business Officer for the Division of Research (DR). The Executive Director plans, directs, implements and administers fiscal procedures, methods, and systems of the University to maintain compliance with University policies and procedures for all sources of funds and human resources work; the Executive Director coordinates with Human Resources to manage the Division's staff and student personnel and salary matters, ensuring adherence to and compliance with required processes for recruitment, selection, work plan creation, and periodic performance review for all positions within DR.
Summary of Position Responsibilities
The Executive Director of Budget and Personnel works closely with the Vice Chancellor and Associate Vice Chancellor to develop the Division or Research's annual operating budget; leads the division annual budget call process; reviews and advises senior leadership on budget requests and presents to the Vice Chancellor and Associate Vice Chancellor; works with senior leadership within decentralized business office operation to meet division and university strategic goals; monitors budget spending, communicates to Vice Chancellor and Associate Vice Chancellor on departmental and divisional budget; serves as DR's internal controller and approver for budget management and business processes; ensures effective controls are in place and followed; develops and analyzes budget reports as required; manages and oversees the funding of internal grant programs; manages a team of direct report staff while accomplishing these duties; develops procedures that meet the business need of the units within the Division of Research; manages and oversees the Millennial Campus Business Office operation.
Executive Director serves as the Human Resources Manager and Liaison for the Division of Research staff (~92); HR liaison and support for DR staff; business continuity planning; initiates, reviews, and approves all HR processes for DR; manages, oversees, and troubleshoots as possible, in coordination with the campus HR Office, the annual performance evaluation system process for DR departments; maintains and manages HR files as a decentralized business office; works with HR Office as needed for SHRA and EHRA positions, including reviewing JCAT data, etc.; serves as the department timekeeper in KRONOS system, delegated authority for Personnel actions from Vice Chancellor; manages a team of direct report staff managing HR initiatives; conducts and oversees Division annual performance evaluation process to meet campus HR deadlines. Oversees campus-wide Postdoctoral Fellows Program hiring processes.
The Executive Director leads the Millennial Campus Business Office to manage and oversee the processing of all University Business Partner (UBP) legal agreements, invoicing and collection of financials; reporting of financials; manages a team of staff to provide customer service support for UBP's; responsible for accounting/business standards and practices, policy interpretation and implementation, organization of work and verification of all.
The Executive Director serves as a member of the Senior Leadership team; supervises Budget and Personnel Team of six (6) staff; serves as a liaison for Division of Research to numerous external and internal partners as needed; provides and/or initiates written and verbal communications to implement and/or explain policies and procedures; attends campus research activities, business partner events, and miscellaneous events for DR; communicates decisions as they impact internal and external customers; manages the licensing rental agreements and invoicing process for Co-Lab entrepreneurial facility in uptown for external partners; and manages special projects as assigned by the Vice Chancellor and/or Associate Vice Chancellor in any area for the Division of Research.
