Primary Purpose:
Support the financial operations and business affairs of the district including budgeting, accounting, purchasing, payroll, and other financially-related areas. Set appropriations for district and campus programs and include items for emergency funds. Review operating budgets periodically to analyze budget-to-actual performance and to identify trends affecting budgetary needs. Provides managerial and supervisory skills and the ability to plan, establish, and direct priorities for the fiscal areas supervised.
Qualifications: Education/Certification:
- Bachelor''s degree in accounting, finance, or business
- Master's degree in business, leadership or related field preferred
- TASBO Certification or willingness to obtain certification
Special Knowledge/Skills:
- Working knowledge of the principles and practices of school
- Strong working knowledge of Skyward Financial System or related school finance systems with an understanding of Budgeting, Purchasing, Payroll, Accounting, and PEIMS data.
- Ability to communicate effectively with all levels in the organization both verbally and in writing, especially with management staff at campuses and District departments.

Experience:
- A minimum of 3 years' supervisory experience
- A minimum of 5 years' experience in school business management or related business management experience preferred.
Major Responsibilities and Duties:
- Assist in the preparation of the annual budget and the development of long and short range objectives for the business operations of the district.
- Assists in strategic planning and directs department budget development, evaluates and verifies budgets for compliance with departmental goals and objectives, and reviews administration of funds.
- Ensure that business operations support the district''s goals and objectives.
- Provide leadership to achieve cost-effective practices throughout the districts.
- Evaluate business procedures, systems, and controls in all districts departments and recommend improvements in their design, implementation, and maintenance.
- Oversee the daily and weekly financial operations of the District and ensure proper and timely resolution of financial issues.
- Ensure that accounting systems comply with applicable laws and regulations including TEA Guidelines (FASREG, etc.) and Financial Accounting Manuals.
- Work with district personnel to project student enrollment, staffing needs, building and facility needs, energy needs, capital equipment needs, and other cost items for district and individual school improvement.
- Prepare and / or approve all budget adjustments, additions, and deletions within the District's financial system.
- Supervise the Accounting, Purchasing, and Payroll departments to ensure proper collaboration among these groups and provide high-level financial customer service to the District's campuses and departments.
- Coordinate accurate and timely reporting of financial PEIMS data.
- Maintain a continuous auditing program for all funds and assist the districts independent auditors in conducting the annual or periodic audit.
- Ensure the Annual Comprehensive Financial Report (ACCAFR) is prepared timely and in accordance with applicable regulatory requirements. Pursue all relevant financial awards and programs to enhance and promote financial transparency and financial effectiveness for the District.
- Administer the business office budget and ensure that programs are cost-effective and funds are managed prudently.
- Keep the CFO informed on the business affairs of the District.

- Implement policies established by federal and state law, State Board of Education rule, and local board policy concerning financial and business operations.
- Enhance, implement, and document financial, accounting, and budgeting policies and procedures to increase operational effectiveness and provide best-practices internal controls.
- Review and evaluate monthly financial statements and related budget reports.
- Develop financial information for submission of data to TEA.
- Supervise and evaluate the Director of Purchasing, Director of Accounting, Director of Payroll Administrator and Coordinator of Budget/Finance.
- Develop training options and/or improvement plans to ensure exemplary business operations.
- Support all Directors under Finance and other departments and programs as assigned.
- Demonstrate awareness of district and community needs and initiate activities to meet those needs.
- Coordinate local district policy updates and present changes to the board as needed.
