    Introduction

    The Executive Associate to the Secretary provides high-level administrative, project management, and coordination support directly to the Secretary of Higher Education. This critical role acts as the primary administrative intermediary between the Secretary and external stakeholders, manages complex scheduling and workflow, and ensures the seamless logistical execution of all Maryland Higher Education Commission meetings.

    The Executive Associate is a Special Appointment position and serves at the pleasure of the Secretary of Higher Education.

    POSITION DUTIES

    The Executive Associate reports to the Secretary of Higher Education and is responsible for performing routine and assigned tasks to support the Secretary and agency senior staff as needed. The position assists with the management, coordination, procedures, policies, transactions, tasks, and other functions related to the overall mission of the Maryland Higher Education Commission.

    Specific position responsibilities include:Â Executive Administration, Committee & Commission Administration and Special Projects.

    MINIMUM QUALIFICATIONS

    Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

    Experience: Five years of experience performing administrative staff, clerical, clerical technical, or secretarial work, with at least two years of experience providing direct, high-level administrative support to an executive, director, or senior administrator.

    DESIRED OR PREFERRED QUALIFICATIONS

    â¢Proven ability to handle highly sensitive, confidential information with absolute discretion.

    â¢Capable of working independently to manage multiple deadlines and cross-departmental projects without requiring constant supervision.Â

    ⢠Exceptional written and verbal communication skills, with experience drafting, editing, and formatting executive-level correspondence, briefings, and administrative policies.Â

    ⢠Extensive experience managing complex, rapidly shifting calendars, coordinating intricate travel itineraries, and triaging high-priority communications for a senior executive.Â

    ⢠Demonstrated experience organizing high-level board, committee, or commission meetings, including drafting official minutes, preparing executive agendas, and managing public meeting logistics (familiarity with the Maryland Open Meetings Act is a significant plus).Â

    ⢠Prior experience working within state government, higher education administration, or a regulatory agency, with the ability to confidently liaise with Legislators, University Presidents, and the Governorâs Office.
