Job Title: EUM Specialist (End-Use Monitoring Specialist)
Location: Port-au-Prince, Haiti
Employment Type: Full-Time | Non-Rotational Assignment

Position Summary
We are seeking qualified EUM Specialists to support End-Use Monitoring (EUM) operations in Haiti. This role is open to U.S. Nationals (USN), Local Nationals (LN), and Other Country Nationals (OCN) with the experience and adaptability required to operate in high-security environments. The EUM Specialist will conduct inspections, compliance reviews, and monitoring activities related to U.S. Government-provided equipment, assets, and controlled materials. Candidates must demonstrate strong technical knowledge, cultural awareness, and the ability to work professionally with Americans, Haitian nationals, and Haitian government officials.

Key Responsibilities
  • Conduct End-Use Monitoring (EUM) inspections and evaluations
  • Monitor asset accountability, export compliance, and logistics operations
  • Perform field inspections in high-threat and austere environments
  • Prepare compliance reports, findings, and risk assessments
  • Maintain accurate tracking documentation and audit records
  • Support U.S. Government compliance requirements and security protocols
  • Coordinate with U.S. personnel, Haitian nationals, and local government officials
  • Operate up-armored civilian vehicles for mission-related travel
  • Travel throughout Haiti without restriction

Minimum Requirements
  • Minimum 3 years of experience in:
    • Export Compliance
    • Defense Logistics
    • Property/Asset Accountability
    • Supply Chain Management
    • Monitoring & Evaluation
  • Proven ability to conduct field inspections in challenging environments
  • Strong analytical, organizational, and independent operational skills
  • Strong risk assessment and problem-solving abilities
  • Proficiency in Microsoft Office and compliance tracking systems
  • Ability to drive up-armored civilian vehicles (mandatory)
  • U.S. Citizen, Foreign National, or Haitian National
  • Ability to travel throughout Haiti without restriction
  • Based in or willing to relocate to Port-au-Prince

Language Requirements
  • Haitian Creole strongly preferred
  • French fluency will also be considered
  • Priority will be given to candidates fluent in Haitian Creole

Security Requirements
  • U.S. Citizens must be able to obtain MRPT (Moderate Risk Public Trust)
  • Candidates with an active MRPT are strongly preferred
  • OCNs and Local Nationals must meet all applicable program security and vetting requirements

Preferred Qualifications
  • Haitian Nationals or ordinary residents currently located in Port-au-Prince preferred
  • Prior Haiti-specific operational experience
  • Experience supporting U.S. Government, Embassy, State Department, or defense contracts
  • Previous work in high-risk or contingency environments
