2. Role Summary
The Estimator 1 supports UIGs acquisition of profitable heavy civil transportation work by developing accurate, traceable quantities and cost information for assigned bid scopes. The role builds practical understanding of roadway, bridge, grading, drainage, structures, concrete, traffic control, and related infrastructure work while learning how field means and methods translate into labor, equipment, material, subcontract, schedule, and risk assumptions.
3. Role Purpose
The Estimator 1 exists to create dependable estimate inputs and organized bid documentation that allow more experienced estimators and Preconstruction leaders to make informed pricing and pursuit decisions. The role strengthens bid accuracy by performing disciplined document review, quantity takeoffs, quote solicitation, cost build-up, and estimate handoff work under defined guidance.

1. Bid Document and Scope Review
Purpose: Establish a complete understanding of assigned bid requirements so quantities, pricing, exclusions, and documentation are based on the correct scope and latest information
Ownership Expectations
Review assigned plans, specifications, proposal documents, special provisions, geotechnical information, addenda, and agency requirements before beginning takeoffs
Identify bid items, pay limits, measurement requirements, alternates, allowances, owner-furnished items, and schedule constraints affecting assigned scopes
Maintain a current document set and confirm that addenda, revisions, and clarifications are incorporated into assigned estimate work
Document scope assumptions, exclusions, conflicts, and missing information in the format required by the estimate lead
Prepare focused questions and clarification requests when documents contain gaps, conflicts, or constructability concerns
Participate in pre-bid meetings and site visits when assigned and capture information that changes quantities, access, sequencing, production, or risk
Performance Expectations
Uses the latest bid documents and can trace estimate inputs to the controlling plan, specification, addendum, or written assumption

2. Quantity Takeoffs and Bid Item Development
Purpose: Produce complete and auditable quantities that form a reliable basis for labor, equipment, material, and subcontract pricing
Ownership Expectations
Perform quantity takeoffs for assigned roadway, bridge, grading, drainage, structural, concrete, utility, MOT, or related heavy civil scopes
Apply the correct units of measure, pay limits, waste factors, conversion factors, and plan dimensions for each quantity
Organize takeoff calculations by bid item, location, phase, structure, or work package so quantities can be checked efficiently
Reconcile takeoff quantities to proposal schedules, summary sheets, design quantities, and historical project information when available
Mark up source documents and retain calculation support in UIG-approved estimating files and systems
Revise quantities promptly when addenda, design changes, or estimate review comments affect assigned work

3. Cost Build-Up and Production Assumptions
Purpose: Translate quantities into realistic direct-cost inputs that reflect UIGs planned crews, equipment, materials, and field execution approach
Ownership Expectations
Build labor, equipment, material, and subcontract cost components for assigned scopes using approved rates and estimating conventions
Apply defined production rates, crew compositions, equipment spreads, shifts, work calendars, and duration assumptions under guidance
Coordinate with experienced estimators and operations personnel to understand how access, staging, traffic, weather, utilities, and sequencing affect production
Include appropriate freight, waste, testing, temporary work, small tools, consumables, and other scope-specific costs identified during review
Enter estimate data accurately into UIG-approved estimating and takeoff systems using the required cost-code and bid-item structure
Document the source and rationale for nonstandard production rates, pricing inputs, or allowances
Performance Expectations
Builds assigned costs that reconcile to quantities and contain the expected labor, equipment, material, and subcontract components
Uses approved rates and estimate structures without unexplained overrides or unsupported assumptions

4. Subcontractor and Supplier Coordination
Purpose: Obtain timely, comparable, and scope-complete market pricing for work and materials that UIG may purchase or subcontract

Prepare solicitation lists and distribute bid documents, scope information, due dates, and quote requirements to assigned subcontractors and suppliers
Follow up with bidders to confirm participation and identify coverage gaps before quote deadlines
Receive, log, and organize quotes so the estimate team can identify the current proposal and supporting qualifications
Compare quotes to plans, specifications, bid items, and defined scope requirements to identify omissions, exclusions, and inconsistent assumptions
Prepare quote comparison information for review by the estimate lead without making commitments to vendors or subcontractors
Support DBE and other participation tracking requirements by maintaining accurate solicitation and response documentation
