Under general direction, plans, schedules, assigns, reviews, and supervises the work of staff performing repair and maintenance service duties within the maintenance and operations division of the Public Works Department; inspects work in progress and completed; performs a variety of technical tasks relative to the assigned functional area; provides complex staff assistance to management staff in areas of expertise; and performs related duties as assigned.

SUPERVISION RECEIVED AND EXERCISED

Receives general direction from assigned management personnel. Exercises supervision over technical staff.

Plans, organizes, assigns, supervises, and reviews the work of staff providing support in the repair, and maintenance of heavy road and bridge maintenance and construction equipment used for County roads, bridges, and drainage systems; trains staff in work procedures; evaluates employee performance and effectively recommends initial disciplinary action; assists in selection and promotion.

Participates in the development of goals, objectives, policies, and procedures for assigned services and programs; recommends and implements policies and procedures including standard operating procedures for assigned operations.

Monitors activities of the work unit; identifies opportunities for improving service delivery and procedures; provides recommendations concerning process changes; reviews with appropriate management staff; implements improvements.

Coordinates assigned services and operations with those of other divisions and outside agencies.

Participates in annual budget preparation; identifies resource needs; prepares detailed cost estimates with appropriate justifications; monitors expenditures.

Provides technical assistance to management; prepares and presents staff reports and other written materials; supervises the establishment and maintenance of reports, records, databases, and files; ensures the proper documentation of operations, activities and regulatory compliance.

Answers questions and provides information to the public; investigates and responds to complaints and inquiries from citizens, other departments, and agencies; recommends corrective actions to resolve issues.

Directs maintenance and repair activities, including planning, estimation, scheduling, inspection, and monitoring of work being performed; develops preventive maintenance and repair schedules for the maintenance and servicing of equipment; provides technical assistance to staff.

Oversees the requisitioning and storage of supplies, parts, materials, and tools as needed; maintains inventory and records.

Prepares specifications for vehicles and equipment to be purchased for County use.

Coordinates assigned activities with County departments, vendors, contractors, and individuals.

Oversees the vehicle Smog, Diesel capacity, and BIT inspection programs, inventory, and parts purchases.

Represents the County in meetings with members of other public and private organizations, community groups, contractors, developers, and the public.

Ensures staff observe and comply with all County and mandated safety rules, regulations, and protocols.

Performs related duties as assigned.

Employment Standards / Minimum Qualifications

Knowledge of:

  • Principles and practices of employee supervision, including work planning, assignment review and evaluation, discipline, and the training of staff in work procedures.

  • Effectively represent the department and the County in meetings with governmental agencies; community groups; various business, professional, and regulatory organizations; and in meetings with individuals.
  • Independently organize work, set priorities, meet critical deadlines, and follow-up on assignments.
  • Use tact, initiative, prudence, and independent judgment within general policy and procedural guidelines.
  • Effectively use computer systems, software applications relevant to the work performed, and modern business equipment to perform a variety of work tasks.

Education and Experience

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

  • Equivalent to completion of the twelfth (12th) grade, supplemented by specialized vocational training in heavy and construction equipment repair.
  • Five (5) years of increasingly responsible experience performing maintenance and repair work on heavy and road equipment including two (2) years in a lead or supervisory capacity.

Licenses and Certifications

  • Possession of, or ability to obtain by the time of appointment, an appropriate California driver's license.

PHYSICAL DEMANDS

Must possess mobility to work in the field; to sit, stand, and walk on level, uneven, or slippery surfaces; frequently reach, twist, turn, kneel, bend, stoop, squat, crouch, grasp and make repetitive hand movement in the performance of daily duties; to operate varied hand and power tools and construction equipment; strength, stamina, and mobility to perform medium to heavy physical work, to work in confining spaces and around machines; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone or radio. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate above-mentioned tools and equipment. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 50 pounds, or heavier weight with the use of proper equipment and assistance from other staff.

ENVIRONMENTAL CONDITIONS

Employees work in the field and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, and hazardous physical substances and fumes. Employees may interact with members of the public or with staff under emotionally stressful conditions while interpreting and enforcing departmental policies and procedures.

WORKING CONDITIONS

Non-traditional work schedule: Must be available to work nights, weekends, holidays, and emergencies as required.

EXAMINATION PROCESS:
