Incumbents are responsible for operating light and medium standard maintenance equipment in order to complete a variety of maintenance and repair activities to utility systems, landfill, streets, sidewalks, curbs, and valley gutters; directing traffic; excavating; and cleaning and maintaining equipment.
REPORTING STRUCTURE: Receives general supervision from higher-level supervisory and management staff in assigned division.
This position is driving essential (see driving requirements below).
Typical Class Essential Duties
Performs maintenance duties, which may include crack sealing, patching potholes, sealing concrete, maintaining paved and graveled alleys and roads, utility and drainage system maintenance, removing snow, maintaining landfills, installing curbs, and similar concrete work, and maintaining valley gutters.
Drives and operates construction equipment including dump trucks, snowplows, equipment trailers, hydro excavators, forklifts, asphalt rollers, and loaders.
Performs minor repairs on equipment and reports the need for major repairs; checks and adjusts fluid levels; greases and lubricates parts as required; cleans and cares for tools and equipment.
Operates and maintains a variety of light equipment and tools in order to perform basic maintenance activities.
Identifies equipment needs for each assigned project.
Picks up and transports refuse to appropriate dumping site.
Periodically serves standby duty and/or must respond after hours and on weekends to emergencies.
Represents the City of Casper by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor.

EDUCATION and EXPERIENCE
Operator II - A minimum of two (2) years of experience performing maintenance work involving the operation of light to heavy equipment.
Operator III - A minimum of four (4) years of experience performing maintenance work involving the operation of light to heavy equipment. Experience must involve the operation of light to heavy equipment specific to landfill operations when assigned to Solid Waste Division
LICENSING and CERTIFICATIONS
Operator II - Possession of a valid Wyoming Class B Commercial driver's license with applicable endorsements per assigned division.
Operator III - Possession of a valid Wyoming Class A Commercial driver's license with applicable endorsements.
Supplemental Information & Physical Requirements
The above job description is intended to represent only the key areas of responsibilities; specific position assignments will vary depending on the business needs of the department.
This position may be eligible to naturally progress to an Equipment Operator III. Prior to any natural progression, the Department Head must justify that there is an operational need, and budget accordingly, prior to an incumbent obtaining the necessary requirements, or regularly performing work at the higher level.

Physical and Environmental Conditions:
City of Casper employees in data creation and modification, security sensitive or safety and protective positions are subject to pre-employment drug testing. Some employees may be subject to random drug testing if their responsibilities include:
Positions in this class typically require: stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, talking, hearing, seeing and repetitive motions. Can include long periods of sitting or long periods of standing.
Medium work: Exerting up to 90 pounds of force using jackhammers occasionally and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to lift, carry, push, and pull or otherwise move objects, including the human body.
Incumbents frequently drive, operate equipment, or work outdoors in all weather conditions, including extreme temperatures. Frequent work on or around moving motorized equipment is also expected. Employees in this class are often subjected to extremely wet and unsanitary environments, waste, wastewater, fumes/dusts, odors, chemicals, and excessive noise. May be subject to repetitive motion and vibration when operating tools and machinery. Work requires the use of personal protective equipment including hard hats, eye protection, hearing protectors, gloves, safety vests, and safety shoes. OSHA mandated preventative vaccinations and periodic examinations for work exposures are provided.

For driving essential positions, employment with the City of Casper is contingent upon a satisfactory driving record. A driving record that reflects any of the following criteria is considered unsatisfactory:
1) Convicted of three (3) or more moving violations within the previous 36 months (three separate, individual incidents);
