Environmental Specialist 

Pay Rate:
 $38.52 per hour, W2

  • Duration: 12 Month Contract
  • Location: Richmond, VA
  • Work Mode: Onsite

Responsibilities:

  • Independently develop, implement, coordinate, and oversee complex environmental programs and projects related to company compliance with federal, state, and local environmental regulations for renewable energy projects.
  • Analyze complex environmental program data such as air, water, groundwater, biological, land, ecological, solid and hazardous waste, chemical storage, toxicological, and environmental justice to provide assessment reports of potential problem areas impacting the company.
  • Complete detailed evaluations of scientific reports or field studies for submission to regulatory agencies.
  • Coordinate complex environmental due diligence and permitting activities for company renewable energy facilities and operations, focusing on Clean Water Act Section 404/401, Endangered Species Act Section 7, National Historic Preservation Act Section 106, Erosion and Sediment Control, and Stormwater Management Programs.
  • Provide regulatory and scientific expertise, advice, guidance, and interpretation to company personnel to ensure or improve compliance with all environmental regulations at company renewable energy facilities.
  • Prepare and submit correspondence, reports, and testimonies to environmental regulatory agencies; communicate with regulatory agency representatives, negotiate permit conditions, and provide representation during regulatory inspections and meetings.
  • Represent the company before regulatory agencies, industry groups, and the public on environmental issues.
  • Read, analyze, and interpret new and existing regulations to ensure compliance dates and regulatory requirements are met.
  • Participate in developing new regulations from proposal to promulgation.
  • Develop compliance tools and conduct environmental compliance training.
  • Inspect and advise on operations, construction, procedures, records, and training to ensure compliance with environmental requirements prescribed in laws, regulations, company policies, and procedures.
  • Use electronic databases to analyze and monitor company compliance with regulatory requirements.
  • Manage oversight and technical direction of contractors and consultants, including preparation of scopes of work, purchase requisitions, field studies, permit applications, permit support materials, and invoice approval.

Requirements:

  • Minimum 5 years of relevant experience. A Master's degree counts as one year of experience.
  • Degree or equivalent combination of education and demonstrated related experience may be accepted in lieu of the preferred level of education: Bachelor.
  • Minimum HS Diploma required.

Preferred Skills:

  • Excellent knowledge of federal, state, and local environmental regulations specific to the work location.
  • Excellent knowledge of environmental operating permits & regulations specific to the work site, if responsible for contracted assets.
