This temporary position is located at 217 West Jones Street, Raleigh - Wake County, with the Department of Environmental Quality.

Job Order Hourly Rate of Pay: $27.50 (Based on education and/or years of relevant work experience reflected on the application).

The North Carolina Department of Environmental Quality (DEQ) State Energy Office (SEO) is implementing the $90 million Infrastructure and Investment Jobs Act (IIJA) Weatherization Assistance Program (WAP) for the U.S. Department of Energy.

The primary goals of the program are to scale up weatherization efforts for low-income households in NC and to grow the weatherization workforce. The IIJA WAP delivers weatherization services through a network of local weatherization subgrantees covering the entire state. SEO is seeking a candidate to join an existing team of technical weatherization specialists to 1) provide technical assistance to the weatherization subgrantees, and 2) monitor the quality of their work.

The position ensures proper, effective, and compliant energy conservation measures are employed by IIJA WAP subgrantees in weatherized homes. This is specialized technical work administering, monitoring, and inspecting energy efficiency efforts, as well as providing training to the subgrantees to ensure weatherization work is performed efficient and effective.

The nature of the work includes getting in crawlspaces and attics when monitoring homes.

Occasional overnight travel around the state is required.

Candidates must be able to obtain within the first 90 days and then maintain as a condition of employment:

  • Have at least 1,000 hours of relevant prior experience in a field or technical position within home performance, weatherization, or building science (energy efficiency, indoor air quality, building performance, whole home assessments) or energy audits.
  • Obtain the BPI HEP Energy Auditor certification.
  • Obtain the BPI HEP Quality Control Inspector certification.

Candidates must obtain within 6 months and then maintain as a condition of continued employment:

  • Obtaining and maintaining a BPI Multifamily Building Analyst (MFBA) certification is a continuing condition of employment. Failure to obtain a valid BPI Multifamily Building Analyst certification within 6 months of the position's start date will result in separation from employment.

All required training and certifications will be available to the employee at no cost through the NC WAP Training Program .

Minimum Education and Experience

Master's degree in one of the agricultural, biological, engineering, environmental or natural resource sciences or a closely related curriculum from an appropriately accredited institution and three years of experience related to the area of assignment; or an equivalent combination of education and experience.
