Environmental Health Specialist 2 (PN 20013814)

What You'll Do: ODH is seeking to fill an Environmental Health Specialist 2 position within the Bureau of Environmental Health and Radiation Protection (BEHRP). This position will:

• Act as technical expert within the Residential Water and Sewage Program
• Conduct surveys of local health district programs and prepare and review survey reports for accuracy and appropriateness of findings (e.g., interpret applicable laws, rules and regulations to correct or modify findings, recommend provisional status or sanctions or corrective actions in the case of non-compliance)
• Research and evaluate new water treatment technologies
• Review, analyze and evaluate verbal and written complaints related to private water and sewage treatment systems (e.g., assess complaints to determine investigative work required and conduct or direct field and other investigative work as necessary to resolve complaint)
• Review registration and program compliance activities of private water systems contractors and initiates and conduct enforcement actions as necessary for violations of the Ohio Administrative Code and Ohio Revised Code
• Provide technical assistance, consultation and/or training to local health departments, state agencies, grantees, contractors, industry and/or general public in areas of private water systems and sewage treatment systems
• As assigned, act as technical liaison to other state and/or federal agencies concerning joint studies, committees, special projects and/or training, and to ad-hoc and formal advisory committees to develop recommendations concerning new or revised state laws and public health rules
• Prepare reports and conduct analyses of technical nature related to private water systems and sewage treatment systems
• Maintain and/or conduct field reviews of new equipment, instruments and technical field equipment relating to sewage treatment systems

The primary worksite (headquarter county) for this position will be Summit County.

Registration as environmental health specialist pursuant to ORC 3776 & in addition to proceeding, must meet one of following options appropriate to area to be assigned:

• Graduated from an accredited college or university with at least a baccalaureate degree, including at least forty-five quarter units or thirty semester units of science courses approved by the director AND completed at least 30 months of full-time employment as an environmental health specialist AND must be able to provide own transportation.
• Or Graduated from an accredited college or university with at least a baccalaureate degree, completed a major in environmental health science which included an internship program approved by the director AND completed at least 18 months of full-time employment as an environmental health specialist AND must be able to provide own transportation.
• Or Graduated from an accredited college or university with a degree higher than a baccalaureate degree, including at least forty-five quarter units or thirty semester units of science courses approved by the director AND completed at least 18 months of full-time employment as an environmental health specialist AND must be able to provide own transportation.
• Or 6 mos. exp. as Environmental Health Specialist 1, 65731, in environmental health specialty to be assigned AND must be able to provide own transportation.

Note: Pursuant to Ohio Administrative Code Rule 4736-8-01(C): Science courses approved by the board shall be in biology, chemistry, physics, geology, mathematics, or statistics and be applicable to the practice of environmental health science.

Applications of those who meet the minimum qualifications will be further evaluated against the following criteria:

• Bachelor's or advanced degree in one of the physical, environmental sciences or engineering

• Experience providing technical assistance to stakeholders related to private water and sewage treatment systems

• Experience evaluating and investigating complaints related to private water and/or sewage treatment systems

• Experience with state laws and regulations on sewage and/or private water systems

• Experience reviewing and evaluating private water and/or sewage treatment system designs, installations and/or operations

• Experience conducting on-site inspections (e.g. construction, compliance, operation, nuisance)

• Experience collecting and interpreting technical data to produce reports

• Experience in providing written communications to a variety of audiences

• Experience in developing and presenting training/public speaking

• Experience conducting program surveys for compliance/enforcement
