    Position OverviewOversees and directs the performance of environmental regulatory compliance activities of Grace Pacific LLC business units in order to ensure the highest standards of performance in all facilities and construction projects. Explores and recommends actions to mitigate risks while maintaining quality standards. Makes recommendations for quality improvements based on review of staff analyses of fielddata findings.Recommends and develops environmental policies and procedures regarding construction inspections compliance with applicable environmental resolution compliance codes and laws.Implements and directs based on Presidents intent and goals.Essential Duties Develops and implements environmental regulatory compliance policy procedures and guidelines for Grace Pacific LLC and associated business units. Regulatory scope includes but is not limited to federal regulations such as the CAA CWA RCRA CERCLA TSCA EPCRA and corresponding state and local regulations. Specific compliance areas include but are not limited to industrial storm water permits construction storm water permits SPCC plans facility response plans covered source air permits noncovered source air permits mandatory reporting of greenhouse gases chemical data reporting phase I II and III environmental site assessments emergency spill response toxic release inventory and industrial wastewater discharge permits. Responsible for obtaining new environmental regulatory permits and renewals as well as modifications to existing permits in order to maintain continuing compliance. Responsible for compliance reporting required by environmental regulations.Remains current through independent research training consultants and peer groups with changes in environmental regulations technologies and operational procedurespractices. Participates in Companys legislative review process.Provides strategic leadership to all environmental matters in the organization. Improve and oversee the thorough understanding and delivery of dailyweeklymonthlyannual EHS and advisory communication meetings.Consults with department managers to develop and recommend changes to operations as environmental regulations or permit requirements change or if appropriate changes to reflect operating conditions.Establishes an environmental audit schedule for each operational job site and regularly overseesparticipates in field inspections to ensure compliance.Serves as the Companys resource person to support others in understanding and ensuring present and future environmental compliance.Promotes awareness of and follows or enforces Company site public safety and welfare public roads and other safety policies.Exhibits a core understanding of mutual respect and good customer service orientation in interactions with all people in the workplace. Develops and maintains effective relations with government agencies and stakeholder communities.Oversee land use planning and regulatory compliance including conditional use permits special use permits zoning variances special management area permits HRS 343 environmental assessments and county buildinggrading permits.Manage environmental remediation activities of Company sites with impacted air soil surface water andor groundwater. Responsibilities include conducting negotiations with the stakeholders regulatory agencies hiring and directing 3rd party consulting firms engineering environmental. Provide technical oversight and maintain appropriate scope schedule budget records.Hire coach and mentor all members of the environmental health and safety team. Supervise an in-house staff of environmental professionals. Assign tasks and delegates responsibility when appropriate. Reviews work products and submittals for quality and consistency with Company operations.Trains or arranges training for Company employees regarding regulatory requirements relevant to the various Company operations. Establish department responsibilities and coordinate functions among department staff. Supervise assigned staff including the selection training and evaluation of personnel. Provide andor coordinate staff training coach and mentor employees regarding opportunities for improvement.Implements strategies to foster an environmental and safety focused culture in an operational environment. Develops and implements internal systems to collect data from operating departments and oversees monthly and annual reports in compliance with permit requirements. Participates in the work of building a global Environmental Management System EMS by working collaboratively with Department Heads.Develop recommend and implement environmental management programs and procedures recommend and implement goals and objectives from Presidents intent and direction.Assist in planning organize administer and supervise aspects of the Companys Environmental Program including but not limited to legal representation management settlement strategies program-level loss control strategies internal and external communication practices.Budget preparations and monitor expenditures determine the extent of the Companys environmental liability provide recommendations for negotiated settlements assist in establishing reserves for anticipated costs on environmental liabilities.Participates in policy-making meetings chaired by the President and Management Steering Committee where review and update policies and procedures are discussed and developed.Plans assigns monitors reviews and evaluates the environmental compliance performed by Departmental Directors Managers Employees and makes recommendations regarding compliance and discipline.Represent senior management at various committees meetings and seminars.Other DutiesPerform related duties as required.Working ConditionsWork HoursAble to work flexible hours.Must be available to work nights weekends and travel to neighbor islands as needed.Mental and Physical Demands Able to critically think see different perspectives research analyze and make sound recommendations relating to environmental issuesclaimsresolutions.Must be organized detailed and processed oriented to developimprove environmental programs.Interpret apply and explain federal state and local laws codes regulations and proceedings and ensure compliance.Analyze complex administrative problems evaluating alternatives and make creative recommendations.Proven leadership and supervisory skills.Able to work independently and meet deadlines on a consistent basis.Ability to manage multiple projects and assignments.Communication Demands Must communicate clearly and concisely both orally and in writing with excellent interpersonal skills.Principles and procedures of written report preparationdocumentation and regulatorybusiness letter writing with a high standard of quality.Establish and maintain effective working relationships with those contacted during work.Ability to produce organized clear grammatically correct written communications.Excellent interpersonal organizational documentation skills.Internal Contacts Wide and varied daily contact.External Contacts Wide and varied daily contact.Minimum Qualification RequirementsSkillsKnowledge MathReading Ability to read and interpret legal documents government regulations.Able to read construction blueprints.Licenses Valid drivers license and favorable traffic abstract.Education Preferred 4 years of formal education Preferred BS in Environmental Engineering Risk Management or related degrees Geology Biology.Experience Minimum 8-10 years construction environmental experience. Previous management project program company experience with small groups. Incident case management. Ability to possess OSHA 30-hour First AidCPR HAZWOPER 40 HR HAZWOPER 8 HR Supervisor.Experience with state and federal government agencies Administrative and Accounting principles and methods including goal setting program and budget development work planning and organization.Other Familiar with EPA Tier 2 Submit software Hawaii Department of Health electronic permitting system for document submittals.Minimum OSHA 30-hour First AidCPR HAZWOPER 40 HR HAZWOPER 8 HR Supervisor.Preferred HAZWOPER trainer Confined Space trained Project Manager Professional PMP certification.Proficient in MS Outlook MS Teams MS Word Excel Access Power Point Box Adobe Acrobat aptitude to learn in-house systems and EPAHDOH softwaresubmittal systems typing skills to timely complete daily tasks.
